Rationale:
The WHA71.8 Resolution on improving access to assistive technology urges all Member States to take actions to improve access to assistive technology, and requests WHO to develop progress reports to monitor the status of assistive technology access and communicate the progress made by Member States in implementing the resolution.
Definition:
Availability of government or registered assistive technology services for the provision of assistive technology covering six functional domains (cognition, communication, hearing, mobility, self care and vision) across the country.

Method of estimation:
Countries replied to the following question: “In how many of its districts or similar tertiary administrative units does your country have government or registered services in place that provide assistive technology?” providing the following information: Total number of districts (or similar) in the country; Number of districts (or similar) which have services for the provision of assistive technology related to Cognition; Number of districts (or similar) which have services for the provision of assistive technology related to Communication; Number of districts (or similar) which have services for the provision of assistive technology related to Hearing; Number of districts (or similar) which have services for the provision of assistive technology related to Mobility; Number of districts (or similar) which have services for the provision of assistive technology related to Self care; Number of districts (or similar) which have services for the provision of assistive technology related to Vision. The % of districts providing services for each functional domain has been calculated with the following formula: Number of districts (or similar) which have services for the provision of assistive technology related to [functional domain]/ total number of districts (or similar) in the country. Countries have been categorized for this indicator according to the % of districts with services for each functional domain: Total coverage = 100% districts with services for each functional domain; Partial coverage = 99 to 1% districts with services for each functional domain, or, 99 to 1% districts with services or no information available for all functional domains; No coverage = 0% districts with services for each functional domain; No information = Information not available for each functional domain, or, information not available or 0% districts with services for all functional domains.
