Graduated licensing is a stepped system. When all conditions have been met, a restricted license is issued. These restrictions may pertain to zero tolerance around alcohol and drug use, limit the time of day one can drive, and limit the class of roads where one can drive. At the end of a set time period one or more road tests must be passed. This must be completed within a predetermined period of time.
