Existence of a mental health plan. A mental health plan is a detailed preformulated scheme for implementing strategies for the promotion of mental health, the prevention of mental disorders, and treatment and rehabilitation. It details the strategies and activities that will be implemented to realize the objectives of the policy. It also specifies other crucial elements such as the budget and timeframe for implementing strategies and activities and specific targets that will be met. The plan also clarifies the roles of the different stakeholders in implementing the activities of the mental health plan. For the purposes of this questionnaire, mental health programmes are included. A mental health programme is a targeted intervention, usually short-term, with a highly focused objective for the promotion of mental health, the prevention of mental disorders, and treatment and rehabilitation.
