The Addis Ababa Action Agenda of the Third International Conference on Financing for Development 2015 affirmed that “price and tax measures on tobacco can be an effective and important means to reduce tobacco consumption and health-care costs and represent a revenue stream for financing for development in many countries”.
Definition:
Total revenues
The sum of all reported indirect tax revenues collected on tobacco products. Countries are surveyed every two years and asked to report annual tax revenues at the national/federal level from all tobacco products (or at a minimum, cigarettes) for the most recent year available.
Total excise
The total reported tobacco excise tax revenues. Countries are surveyed every two years and asked to report annual tax revenues at the national/federal level from all tobacco products for the most recent year available.
VAT and other sales tax
The reported value added tax (or other sales tax) revenues collected on tobacco products. Countries are surveyed every two years and asked to report annual tax revenues at the national/federal level from all tobacco products for the most recent year available.
Import duties
The portion of the reported tax revenues contributed by customs duties collected on imported tobacco products Countries are surveyed every two years and asked to report annual tax revenues at the national/federal level from all tobacco products (or at a minimum, cigarettes) for the most recent year
Other taxes
The portion of the reported tax revenues contributed by any other indirect taxes collected on tobacco products. Other taxes take different forms, including but not limited to tobacco levies, surtaxes, environmental levies, insurance levies and development surcharges. Countries are surveyed every two years and asked to report annual tax revenues at the national/federal level from all tobacco products (or at a minimum, cigarettes) for the most recent year.
Year reported
Latest Calendar year or financial year the reported tax revenues refer to. Countries are surveyed every two years and asked to report annual tax revenues at the national/federal level from all tobacco products in the most recent year available, as well as the previous year with data available. The year shown in the field “YEAR” is reporting year to WHO and may differ.
Tobacco product types included
The type of tobacco products included when the country reported annual tax revenues. If data cannot be provided on “all tobacco products", the alternative is "cigarettes only". Countries are surveyed every two years and asked to report annual tax revenues at the national/federal level from all tobacco products for the most recent year available.
