Rationale:
Indicator selected for global monitoring for Immunization Agenda 2030 Strategic Priority Objective 4.1: Strengthen immunization policies and service delivery throughout the life course, including for appropriate catch-up vaccination and booster doses.

This indicator measures the “breadth of protection,” which is the mean coverage for all vaccine antigens recommended by WHO.

Definition:
Mean coverage for all WHO-recommended vaccine antigens, by country.

• Numerator: Sum of the coverage for the following antigens at the level of interest – Diphtheria, Tetanus, Pertussis, Hepatitis B, Haemophilus influenzae type B (Hib), Measles 1st dose (MCV), Measles 2nd dose (MCV2), pneumococcus, Oral Poliovirus Vaccine (OPV), Inactivated Poliovirus Vaccine (IPV), Rubella, Rotavirus, and Human Papillomavirus (HPV).

• Denominator: Number of all antigens included for the indicator calculation, regardless of whether the antigen has been introduced at the level of interest (denominator equals 13).

Step 1: Calculate the coverage of the vaccines included at the level of interest (e.g., country level, global, WHO regional, etc.)

• Vaccines included (regardless of whether it has been introduced in the country/countries of interest): DTP3, HEPB3, HIB3, IPV1, MCV1, MCV2, PCV3, POL3, RCV1, ROTAC, and HPV)

Step 2: Calculate the average of the coverage achieved at the level of interest (e.g., country level, global, WHO regional, etc.), regardless of whether the vaccine has been introduced (denominator is equal to 13, which is the number of all the antigens included)

• Antigens included: Diphtheria, Tetanus, Pertussis, Hepatitis B, Hib, Measles, Measles 2nd dose, Pneumo, Polio, IPV, Rubella, Rota, and HPV.
