Age-friendly communities that have completed evaluation
Data type:
Proportion
Topic:
Ageing
Rationale:
Evaluation is an important component of the age-friendly community cycle because it enables communities to assess progress, identify areas for improvement, and strengthen accountability. By reviewing the implementation and outcomes of age-friendly initiatives, communities can refine strategies, improve resource allocation, and scale up effective approaches. Monitoring the completion of evaluations helps ensure that age-friendly initiatives remain responsive to the evolving needs of older people and supports continuous improvement in policies and programmes.
Definition:
An evaluation in the context of age-friendly communities refers to a systematic assessment of the progress and outcomes of actions undertaken to create age-friendly environments. It examines the implementation of strategies, action plans, and initiatives aimed at improving the lives of older people and supporting healthy ageing. Evaluations may assess progress toward planned objectives, identify successes and challenges, and provide evidence to inform adjustments to policies, programmes, and community initiatives.

Country, Cities, Towns or Rural areas
Method of measurement
This indicator is calculated by identifying all cities, towns, or rural areas within a country that are formally committed to becoming age-friendly communities, including those participating in the WHO Global Network for Age-friendly Cities and Communities or similar national programmes. Among these communities, the number that have completed an evaluation of their age-friendly initiatives during their current implementation cycle is identified. An evaluation refers to a documented assessment that reviews the progress, outcomes, or effectiveness of strategies, action plans, or initiatives aimed at improving age-friendly environments. The indicator is calculated as the percentage of participating communities that have completed such an evaluation out of the total number of communities working to become age-friendly.

This indicator measures whether an evaluation has been completed but does not assess the quality, methodological rigor, or scope of the evaluation. It also does not capture whether evaluation findings are used to inform future planning or improvements in age-friendly initiatives. Differences in evaluation methods, timing, stakeholder engagement, and domains assessed may affect the relevance of the findings and limit comparability across communities and countries.
