Relating to the call for experts issued on 30 August 2023 and on 22 March 2024

Following a public call for experts and rigorous selection process, the World Health Organization announces the proposed updated membership of the WHO Technical Advisory Group on the WHO European framework for action to achieve the highest attainable standard of health for persons with disabilities 2022–2030 (TAG-Disability and health). As per WHO processes for transparency in provision of technical/normative advice to WHO, this public notice is followed by a two-week comment period. Appointments to the TAG-Disability and health are subject to this comment period and relevant WHO practices and procedures.

Function of the TAG-Disability and health:

In its capacity as an advisory body to WHO/Europe, the TAG shall have the following functions:

  • advise WHO/Europe on the implementation and offering of technical assistance to Member States on the establishment of their own monitoring and evaluation framework at national and subnational level;
  • propose to WHO/Europe effective and innovative approaches to promote the health of persons with disabilities in the Region;
  • advise WHO/Europe on advocating for political commitment and allocation of adequate financial resources to strengthen and sustain disability-inclusive health care across Member States; and
  • report to the WHO Regional Director for Europe at regular intervals regarding progress towards meeting the targets of the Framework at regional and subregional level.

Proposed TAG-Disability and health members

30 members were approved for invitation to the TAG-Disability and health in July 2024, with a two-year term. The proposed TAG-Disability and health members were identified based on evaluation of applications against criteria specified in the TAG-Disability and health Terms of Reference, with consideration also given to attaining an adequate distribution of technical expertise, geographical representation and gender balance.

The 30 proposed TAG-Disability and health members represent a diverse spectrum of expertise ranging from statistics, inclusive policy, and rights advocacy, to lived experience, (re)habilitation and social inclusion. The members are to serve in their personal capacities.

Public notice and comment

Pursuant to WHO’s rules and practices, and in order to enhance WHO’s management of conflicts of interest, as well as strengthen public trust and transparency in connection with WHO advisory groups involving the provision of technical advice, the names and brief biographies of the individuals selected for TAG-Disability and health Membership are now disclosed for public notice and comment.

WHO will treat the comments received through this public notice and comment process confidentially. Comments and perceptions brought to the attention of WHO through this process are an integral component of WHO’s conflict of interest assessment policy and will, subject to WHO’s rules, practices, and policies, be carefully reviewed by WHO. WHO reserves the right to discuss information received through this process with the relevant expert and otherwise within the Organization as appropriate, with no attribution to the provider of the information. WHO, may, in its sole discretion, take appropriate action in accordance with its rules, practices, and policies, based on any information received.
