The first Member State consultation on the development of a strategy and action plan on health emergency preparedness, response and resilience in the WHO European Region (Preparedness 2.0) was held virtually on 14 May 2024. During the session, the first draft of Preparedness 2.0 was discussed.
“We have reached an important milestone in the process. A first draft of the Preparedness 2.0 strategy and action plan has been finalized and shared with you all to serve as the basis for this first consultation,” said Dr Gundo Weiler, WHO acting Regional Emergency Director. “Your advice, input and feedback will guide us collectively here at the Regional Office for Europe in the process to further refine and strengthen this draft,” Dr Weiler continued.
“We are looking forward to hearing your thoughts and comments on the first draft, on which the Technical Advisory Group (TAG) has worked closely with the Regional Office to ensure that it is useful for Member States and feasible to implement,” highlighted Dr Gail Carson, Preparedness 2.0 TAG Chair.
The next steps include the revision of the first draft of Preparedness 2.0 based on the remarks provided both orally by Member States during the session and in writing after the meeting. The first draft will also be informed by the outcome of the Seventy-seventh World Health Assembly. A second Member State consultation on the second draft of Preparedness 2.0 will take place on 10 June. Information sessions will also be held with non-State actors in June.

This meeting is part of the Member State-driven process of consultation towards the development of a new regional strategy and action plan to strengthen health emergency preparedness, response and resilience (Preparedness 2.0) for 2024–2029. This will be the first in of a series of consultations that allow Member States of the Region to provide feedback on the draft Preparedness 2.0 strategy and action plan.
The objective of the consultation is to receive input, advice and feedback on the first draft of the working document which will become the Preparedness 2.0 strategy and action plan, and to consider the implementation support resource package under development.
The consultation will be in the format of a discussion guided by a set of questions, which will be shared in advance with participants along with the first draft of the strategy and action plan. The discussion is expected to yield input, advice and feedback on its substantive content and structure.
