The second Member States consultation on the development of a strategy and action plan on health emergency preparedness, response and resilience in the WHO European Region (Preparedness 2.0) was held virtually on 10 June 2024, at which the second draft of Preparedness 2.0 was discussed.

“I am proud to see that the draft strategy is a true product of collaboration: collaboration across departments within WHO, bringing together emergency preparedness and system resilience in a dual-track approach; collaboration with a group of eminent experts from across the Region through the Technical Advisory Group, so capably chaired by Dr Gail Carson; and most importantly, collaboration with Member States, not least through the advice and comments you shared in the first consultation a few weeks ago,” commented Dr Gundo Weiler, Director of Country Support and Partnerships, and Acting Regional Emergency Director, WHO/Europe. “The particular strength of the Preparedness 2.0 strategy and action plan is that it will work as a living document: the strategy and action plan will go along with an implementation support guide, which will allow for regular updates and revised guidance,” he continued.

The next steps include the revision of the second draft of Preparedness 2.0, provided as part of the present session and in writing after the meeting. Information sessions will also be held with non-state actors over the month of June.

This meeting is part of the Member State-driven process of consultation towards the development of a new regional strategy and action plan on health emergency preparedness, response and resilience (Preparedness 2.0) for 2024–2029. This will be the second in a series of consultations that allow Member States of the Region to provide feedback on the draft Preparedness 2.0 strategy and action plan. 

The objective of the consultation is to receive input, advice and feedback on the second draft of the working document which will become the Preparedness 2.0 strategy and action plan, and to consider the implementation support resource package under development. 

The consultation will be in the format of a discussion guided by a set of questions, which will be shared in advance with participants, along with the second draft of the strategy and action plan. The discussion is expected to yield input, advice and feedback on its substantive content and structure.
