Transformative leadership for public health: Tier 3 of the Pan-European Leadership Academy takes off

The Pan-European Leadership Academy (ELA) Tier 3 held its first milestone information session on 6 December 2024, marking the beginning of a bold initiative to strengthen public health leadership across the WHO European Region. Representatives from 22 countries came together to shape the future of Tier 3, a transformative platform designed to equip senior public health officials with the skills, tools and networks needed to address today’s most pressing health challenges.

“I invite you to join me in looking ahead strategically – seeing how best we can work together to turn the challenging health situation around. We all know very well that health is the smartest investment any country can make,” commented Dr Hans Henri P. Kluge, WHO Regional Director for Europe and co-Director of the Tier 3 programme, at the session.

A vision for collaborative leadership

Guided by the WHO Regional Director for Europe, Tier 3 is set to become a dynamic space to foster innovation, trust and collaboration among public health leaders. Anchored in co-creation, the programme emphasizes cross-sectoral cooperation, evidence-based decision-making and peer-to-peer learning.

During the December session, participants explored key leadership priorities, including:

  • crisis management and system transformation;
  • building resilience and fostering collaboration across sectors; and
  • addressing critical public health issues, such as noncommunicable diseases, aging populations and digital health integration.

What’s next for Tier 3?

The journey continues, with the Tier 3 launch event scheduled for 10–11 March 2025 in Copenhagen, Denmark. This highly anticipated in-person meeting will bring together health leaders to engage in:

  • scenario-based workshops simulating real-world health challenges
  • peer learning sessions to share lessons, strategies and innovative approaches
  • networking opportunities to build lasting professional relationships.

The programme will then continue with a follow-up event in Rome in late spring 2025, further solidifying Tier 3 as a cornerstone for leadership excellence in the European Region.

“One of the answers to the challenges of modern times, inside and outside of health systems, is to create a network of leaders who can promote the adoption of transformational leadership as a key to organizations,” added Professor Walter Ricciardi, from the Università Cattolica del Sacro Cuore, Milan, and co-Director of the Tier 3 programme.
