WHO will host the policy dialogue “Strengthening human resources for health in Uzbekistan” as part of a wider effort to support the health and care workforce in the country. The event and the supporting mission are jointly organized by the Ministry of Health of Uzbekistan, the Centre for Health Care Projects and WHO.
The policy dialogue will bring together national and international stakeholders to reflect on ongoing reforms and set strategic priorities for building a resilient health workforce. A particular focus will be on priority occupations such as family doctors, nurses and midwives, which are central to strengthening primary health care and advancing universal health coverage.
The heart of health system transformation
Human resources for health are at the heart of Uzbekistan’s health system transformation. As the country advances reforms in primary health care and medical education, strengthening a resilient and gender-responsive health and care workforce is essential for achieving universal health coverage and building a resilient, people-centred system. Integrating gender perspectives into workforce planning and data systems is also crucial to ensure equity, recognition and fair opportunities for all health workers.
Objectives of the policy dialogue
The dialogue will bring together senior representatives from ministries including the Ministry of Health, the Ministry of Education and the Ministry of Digital Technologies; regional health authorities; academic institutions; and development partners. It will provide a platform to share evidence, facilitate strategic discussion and build consensus on next steps. Participants will:
- present and discuss findings, key messages and recommendations of the health labour market analysis report;
- share results of health workforce forecasting and planning activities;
- review and consult on the roadmap on human resources for health information systems and follow-up actions; and
- strengthen multisectoral coordination and commitment to advancing a resilient, equitable health workforce in Uzbekistan.

Uzbekistan’s health reforms have reached a decisive stage. Strengthening the health workforce through evidence, dialogue and joint planning will help ensure that future reforms translate into a more effective, fair and people-centred health system.
