WHO/Europe and the Government of Malta will co-host a high-level meeting on artificial intelligence (AI) in health on 19 November 2025. Titled “AI for Health and Care in Europe: Practical Solutions for a Healthy Future”, the event will bring together senior government officials and decision-makers from across the WHO European Region to explore practical approaches for shaping the future of AI for the benefit of nearly 1 billion people.
At the meeting, WHO/Europe will also launch a new regional report on the state of AI in health, providing the most comprehensive overview to date of how to leverage it ethically and responsibly in the health sector.
The event
This policy dialogue is designed to strengthen political commitment and facilitate national strategies for the responsible adoption of AI in health systems. The discussions will highlight practical, country-level solutions to ensure sustainable implementation, with a particular focus on workforce readiness, responsible AI for dignity and health across the life-course, and primary care. Leaders in the field will present and discuss ways to harness AI to transform health care and address financial sustainability of investments in AI for health.
The meeting builds on the outcomes of the Second WHO Symposium on the Future of Health Systems in a Digital Era in the European Region, held in Portugal in 2023, which brought together nearly 1000 participants in person and online. The symposium underscored the importance of embracing open-source principles, collaboration and transparency in the development of generative AI, highlighted the need to preserve the human core of care provision even as technology advances, and confirmed that AI cannot resolve systemic health challenges alone. It reinforced the message that health policy must continue to evolve beyond a disease-driven model to one that prioritizes prevention and well-being.
The Malta meeting will feature keynote and plenary sessions addressing the role of AI in national health systems. The working languages will be English and Russian. Participation is by invitation only, but selected sessions will be available via livestream, for which registration is now open.
