Kyrgyzstan strengthening its preparedness for operational readiness via simulation exercises

As a mountainous country, Kyrgyzstan frequently suffers from natural disasters such as earthquakes, avalanches, mudflows and landslides. On average, the country experiences 200 emergency situations every year. Severe climatic and geological threats have frequent negative effects on the population and national economy. This leads WHO to look for quick solutions to protect the population and territories from disasters and to address anticipated from threats and risks.

WHO focus is on helping the country scale up implementation of the International Health Regulations (IHR) (2005), build capacity for dealing with disasters and improve preparedness for emergency by introducing and practicing various triage drills and simulation exercises. As part of its Health Emergency Programme, WHO works side by side with the national health authorities to improve the national health system’s preparedness for such crises.

Current photo story captures three main simulation exercises that were organized by WHO Country Office in Kyrgyzstan in a close cooperation with Ministry of Health and Ministry of Emergency of the country in Jalal-Abad, Issyk-Kul, and Chui regions to address strengthening preparedness for emergency situations in the country.

The simulation exercise involved over 50 doctors, nurses, paramedics, ambulance drivers and health workers from the nearest ambulance station and family medicine centre.

On 17 November 2018, a simulation exercise to prepare the health system for the consequences of an earthquake took place near the Jalal-Abad regional hospital. Rescuers from responsible ministries together with local partners enacted a rescue operation by identifying and transporting victims to a safe place.

For the simulation exercise outside the Chui regional hospital near the capital in July 2018, each victim wore a small card with a short description of their injures. Based on this information, health workers practiced providing professional aid.

The simulation exercise near the Cholpon-Ata regional hospital in the Issyk-Kul region on 3 August 2018 enabled health workers to deepen their professional skills and to practice working as a team.

At the end of each simulation exercises, all participants gathered with representatives of the Ministry of Health and the Ministry of Emergency Situations as well as WHO experts to identify strengths and gaps that became apparent during the exercise.
