New finance model provides medical services for Uzbekistan’s Aral Sea region

Uzbekistan has introduced a new model of financing and providing medical services in 15 first-line medical institutions in 3 pilot districts in the region of Karakalpakstan. The project, launched in March with WHO support, builds on best practices from the recently ended WHO pilot scheme to launch state health insurance and strengthen service delivery in the country’s Syrdaryo region.

Financed by the “United Nations Multi-Partner Human Security Trust Fund for the Aral Sea Region in Uzbekistan”, the project will be implemented jointly by WHO, the Ministry of Health, the State Health Insurance Fund of Uzbekistan, the United Nations Children’s Fund (UNICEF) and the United Nations Population Fund (UNFPA). It will use best practices to improve the skills of nurses, as well as equip pre-medical examination rooms and increase access to basic health services.

Raising public awareness will also be an important part of the project, as will digitalization.

Modern telemedicine methods will be introduced along with online registration of patients and a referral and patient management system.

In family polyclinics, medical teams will be created and pre-medical rooms will be organized so that nurses can consult patients on their own. A new referral system will allow family doctors to refer patients to specialists and for inpatient treatment. Electronic medical records will be created for patients as part of the project.
