Underground shelters and services in hospitals

Overview

The publication Underground shelters and services in hospitals offers a comprehensive framework for establishing and managing underground hospital shelters during emergencies, with a focus on crises involving chemical, biological, radiological and nuclear (‎CBRN)‎ threats. Drawing on lessons learnt from the ongoing war in Ukraine and other conflicts, this document provides actionable steps and a detailed checklist for retrofitting and operating shelters to maintain health services amidst challenges such as structural damage, supply disruptions and increased patient influx. Findings from a national survey of 617 Ukrainian health facilities highlight the urgent need for renovations, structural upgrades and adherence to local and international standards.
