Global Youth Tobacco Survey in Ukraine 2023
Overview
The 2023 Global Youth Tobacco Survey (GYTS) was conducted among school students in Ukraine, with analysis focused on adolescents aged 13–15 years. The report examines the prevalence and patterns of tobacco and nicotine product (TNP) use, including cigarettes, other smoked tobacco products, heated tobacco products, electronic cigarettes (e-cigarettes) and nicotine pouches; frequency of use; polyuse; access; second-hand smoke and aerosol exposure; marketing exposure; and attitudes towards TNPs. The GYTS was implemented under wartime conditions and, therefore, offers important insights into adolescent behaviours in a context of displacement, psychosocial stress, disrupted schooling and increased reliance on digital environments. While long-term declines in cigarette smoking have been sustained, the nicotine market continues to diversify and newer products play a prominent role in youth consumption patterns. In 2023, 19.6% of adolescents reported current e-cigarette use, exceeding the WHO European Regional average of 14.3% and global average of 7.2%. Patterns of current TNP use have shifted, with increases driven mainly by e-cigarettes and other emerging products. These findings underscore the importance of sustained surveillance and strengthened implementation of comprehensive tobacco control measures aligned with the WHO Framework Convention on Tobacco Control, particularly regarding youth protection and the regulation of novel nicotine products.
