Overview

WHO has been supporting the process of health reform in Ukraine. Since 2016, reforms accelerated with the creation of new institutions and new mechanisms in the health system to improve efficiency and equity. Good progress was being made in health financing, establishing primary care provision, e-health, ensuring access to medicines and refocusing on public health. In 2020 the COVID‑19 pandemic required focused efforts on the pandemic response, as it did in countries around the world, but at the same time the health reform path continued. Together with many partners WHO supported the pandemic response and reforms and, by the time of the invasion in February 2022, Ukraine had again made good progress.
