Implementation of WHO HEARTS and PEN

WHO has produced several tools to support the management of cardiovascular diseases (CVDs), diabetes and other noncommunicable diseases (NCDs). The WHO package of essential noncommunicable (PEN) disease interventions for primary health care, first published in 2010, contains a simple treatment algorithm promoting risk assessment, diagnosis and management of CVDs, type 2 diabetes and other NCDs.

WHO’s HEARTS technical package, comprising 6 modules and an implementation guide, provides a public health approach to managing hypertension and other CVD risk factors. HEARTS D expands on the diagnosis and management of type 2 diabetes.

WHO/Europe’s NCD Management Unit works with Member States to facilitate the implementation of WHO HEARTS and PEN (or equivalent national guidelines) adapted to local contexts in order to improve cardiovascular health and reduce complications of diabetes in populations.
