Principles to guide health system recovery and transformation in Ukraine

Overview
The Government of Ukraine together with national and international partners is planning for the country’s recovery and reconstruction. To support this process, WHO has prepared a policy note which outlines strategic directions for health system recovery in the short and longer terms, while sustaining essential health services during the ongoing invasion. The policy note identifies 5 principles or “tenets” that may be used as criteria to assess potential investments into health system recovery in Ukraine, aimed at transforming the system to best enable the delivery of quality individual and public health services to the population, rather than merely rebuilding what was destroyed by the war. Application of the tenets to each health system component would align the recovery process with the pre-war health sector reform strategies, while responding to changing population health needs and mitigating pre-existing inefficiencies, in order to build a more robust and resilient health system that is capable of absorbing future shocks and crises.WHO Team
