Objective of the programme
Health Services Division (HSD) of the Ministry of Health and Family is implementing the ‘Health and Gender Support at Cox’s Bazar District (HGS-CXB)’ OP to provide Health, Family Planning, Nutrition (HNP) and Gender-Based Violence (GBV) including PSEA response services to the host community as well as the Forcibly Displaces Myanmar Nationals (FDMNs) living in the Cox’s Bazar district. As per the Project Appraisal Document (PAD) as well as the financing agreement signed between the Government and the World Bank, the four UN agencies (WHO, UNFPA, UNICEF and IOM) are implementing the Direct Project Aid (DPA) funded activities of the OPs. As per the signed agreement, UNICEF is designated to implement Maternal, Neonatal, Child and Adolescent Health, Nutrition and EPI related activities and repair & renovation of the Upazilla Health Complexes and adjacent residential buildings, UNFPA is assigned to implement the Family Planning and Gender-based violence prevention and response services related activities and repair & renovation of the Union Health and Family Welfare Centers and MCWCs, IOM is designated mainly for reconstruction, renovation, and repair of the Community clinics and District Sadar Hospital and to provide support to Cox’s Bazar district hospital. WHO is designated for surveillance and coordination-related activities. There is a provision of establishing a MOHFW Coordination Cell in Cox’s Bazar comprising of a group of consultants including One Chief Coordinator under the HGS-CXB OP. To implement the activity, WHO Bangladesh is providing technical assistance and recruitment support to hire the contractual staff for the MOHFW coordination team in Dhaka and Coordination cell in Cox’s Bazar.
DESCRIPTION OF DUTIES
The Chief Coordinator will be accountable to the Line Director (LD) of Health and Gender Support at Cox’s Bazar District (LD-HGS-CXB) and Deputy WHO Representative to Bangladesh, and will work under the direct supervision of the LD, HGS-CXB to perform the following functions:
- The Chief Coordinator will be based in Cox’s Bazar to maintain constant liaison, coordination and collaboration with the MOHFW, MOWCA, DGHS, DGFP and Civil Surgeon office, Deputy Director (Family Planning) office, District Sadar Hospital, Upazilla Health Complexes, Upazilla Family Planning Office, HED, RRRC, IOM, UNFPA, UNICEF, WHO, FDMN Camps and other stakeholders for proper planning and implementation of the activities under the ‘’ HGS-CXB Operational Plan (OP) in Cox’s Bazar district;
- Support the Line Director (LD) by ensuring proper and timely implementation of the activities under HGS-CXB OP through effective monitoring and supervision.
- Provide overall technical assistance to the Civil Surgeon (CS), Deputy Director (Family Planning), Superintendent of District Sadar Hospital, UHFPOs and UFPOs to implement the activities of HGS-CXB OP.
- Provide necessary support to the 4 UN agencies (IOM, UNFPA, UNICEF and WHO) as assigned by the LD in implementation of HGS-CXB OP.
- Represent the MOHFW Coordination Cell in Cox’s Bazar in implementation-related meetings in terms of Social, Environmental, Gender and FDMN related issues, Strategic Advisory Group meetings, other health and family planning-related meetings like those with RRRC, Sadar hospital coordination meetings and provide feedback to the LD, HGS-CXB about the meeting results.
- Support ongoing Immunization activities, Supplementary Immunization Activities (SIAs), and response to vaccine-preventable disease outbreaks in host communities as well as FDMNs in Cox’s Bazar district.
- Monitoring and supportive supervision of the staff for outlining the activities and to ensure their accomplishment of desired tasks. Guide, coach, and advocate the staff to maintain the highest standards of conduct and behavior.
- Provide timely assistance for the overall coordination, preparedness, and planning for implementation of HGSP OP in CXB.
- Provide effective role in operational and strategic management in health, family planning and GBV interventions.
- Advocate, promote and encourage the concerned authorities and local opinion makers to uphold established national standards for HNP and GBV services under HGSP- OP.
- On behalf of the LD, oversee the monitoring and evaluation of the emergency operations, take corrective actions as suggested by LD-HGSP.
- Support the health sector response in improving quality of care in host communities as well as FDMN settings and closely review and strengthen information management related to DHIS2, EWARS, and other reporting mechanisms.
- Follow up on any technical issues with representatives of MOHFW, MOWCA, DGHS, DGFP and HED, PWD, and provide oversight to assessments and monitoring in the field.
- Support MOHFW leadership in case of any emergencies in Cox’s Bazar.
- Submit monthly and Quarterly monitoring reports to the LD, HGS-CXB.
- Perform any other responsibilities/duties assigned by the LD, HGS-CXB and Dy WR.
