PURPOSE OF THE POSITION

The purpose of this position is to provide technical assistance for safety monitoring and use of medical products at the central and state levels. The incumbent will be part of the Health Systems pharmaceuticals team and support coordination and planning, provide technical support and capacity building on the implementation of activities for safety monitoring and access of medical products at the national and state levels. 

OBJECTIVES OF THE PROGRAMME 

The World Health Organization’s (WHO), 13th General Programme of Work (GPW 13) recognizes that access to quality assured medical products can only be fully achieved through Universal Health Coverage (UHC), promotion of better health and well-being, and meeting the needs of those living in humanitarian settings, i.e. all three of WHO’s strategic priorities.

The government of India is committed for strengthening of the public health systems for timely and seamless delivery of quality health services which includes access to essential, quality medical products to ensure a continuum of care.

DESCRIPTION OF DUTIES

The incumbent will work directly under the direct supervision of Technical Officer- Pharmaceuticals, with overall guidance and supervision of Team Leader Health Systems at WCO.

The principal duties of the consultant are to provide technical assistance and programmatic support for :

  • Contribute to the ongoing broad initiatives of the pharmaceuticals area including the areas of rational use of medicines.
  • Safety monitoring of vaccines in national immunization programme including for capacity building activities in data synthesis, literature review and related activities in vaccine safety.
  • Implementation of the activities for pharmacovigilance in public health programmes including vaccines.
  • Advocacy and capacity building support for the activities in bioethics and ethical guidelines for clinical research jointly with ICMR.
  • Contribute to blood safety activities and implementation of the roadmap for blood transfusion services, including development of guidelines and capacity building in context of EQAS operationalization at national and state levels.
  • Any other work requested during the contract period.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in pharmaceutical Sciences and/or  public health

Desirable: Additional specialization in policy and planning  of pharmaceutical programs; safety monitoring/pharmacovigilance

Experience

Essential:

A minimum of two (2) years of professional experience in public health related aspects of medical products and pharmaceutical systems.

Desirable:

Experience in providing programmatic and/or technical assistance through or within the MoHFW, Dte.GHS, ICMR and other agencies in pharmaceutical systems, safety monitoring, pharmacovigilance reporting and analysis, rational use of medicines

Experience with program planning and implementation.

Knowledgeable of health system strengthening  for UHC or SDGs.

Skills:

The incumbent will have demonstrated ability to understand and work on complex policy and programmatic issues of medical products including blood.

He/she will have a demonstrated ability to work with multiple external partners and collaborate with a wide range of stakeholders particularly with MoHFW. Dte,GHS at the national level/state levels.roven track record of strong writing skills

Excellent interpersonal, negotiating, intercultural communication skills and political acumen.

Computer skills

Computer Literacy: Proficiency in the use of standard MS Office packages and the Internet.

Remuneration:

Monthly remuneration is INR 157,449 (Grade - NO.A) taxable as per Indian laws and the appointment will be through Special Services Agreement(SSA)extendable subject to satisfactory performance and continuing need for the function. S/he could be posted anywhere in India as per the project needs.
