Objective of the programme

National Programme on Climate Change and Human Health (NPCCHH) established in 2019 under the Prime Minister Mission on Health. The programmes work with vision of strengthening India’s health sector response to climate impacts. Different activities focusing on increasing general awareness, capacity building of health professionals & communities, implementation of early warning systems, climate-sensitive diseases surveillance and green and resilient measures etc. are carried out under the programme. 

In the last two years, many critical milestones have been achieved at the Centre and State levels and WHO India has been a close partner supporting the programme since its inception. In order to keep the close support, WHO country office to India plans to engage the services of an expert. 

The key objectives of the consultancy assignment will be as follows: 

Provide technical support to NCDC and WHO India country office for National Programme on Climate Change and Human Health (NPCCHH) 

SCOPE OF WORK 

In coordination with WHO country office, technical assistance to National Programme on Climate Change and Human Health 

  • Support WHO’s engagement and technical activities with Ministry of Health and Family Welfare and NCDC other central ministries and state governments in relation to the programme. This includes but is not limited to, attending intergovernmental or inter-agency meetings, coordinating for risk and exposure data, supporting documentation, reviewing technical documents and policy briefings. 
  • Support the preparation and/or revision of communication materials and capacity building activities or products related to focal areas identified for consultancy 
  • Liaise and coordinate with State Nodal Officer and District Nodal Officers for developing State Action Plan on CC and Human Health, its implementation, monitoring/evaluation. 
  • Liaise and coordinate with NCDC/WHO on day-to-day basis in relation to progress on enlisted programme areas 
  • Support in Training and capacity building for focal issues of NPCCHH 
  • Support in organizing high level events with national stakeholders and CSO for NPCCHH 
  • Policy and technical research, analysis and communication products on climate change impacts on human health, in particular heat and air pollution 
  • Project planning, implementation and close coordination and communication with colleagues and external partners
  • Domestic travel for meetings, conferences and roundtables
  • Provide other technical and administrative support to the WHO Country Office for India, as needed.
