OBJECTIVES OF THE PROGRAMME

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks. The Country Office contributes to providing technical support in developing national policies, strategies and activities in the area of health systems strengthening including, (i) advocating for Universal Health Coverage and building up national capacity in UHC-related matters; (ii) facilitating the adoption of evidence-based public health interventions as well as appropriate reforms/changes with a view to promote equity and accelerate the movement towards universal health coverage.

UNDERLYING VALUES AND CORE FUNCTIONS OF WHO 

WHO's mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage; (ii} health related sustainable development goals;(iii) addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities; (iv) implementing the provisions of the International Health Regulations (2005); (v) increasing access to quality, safe, efficacious and affordable medical products; (vi) addressing the social, economic and environmental determinants of health. The South-East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.9 billion people, with India's population of 1.4 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People's Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste) share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.

MISSION OF THE WHO COUNTRY OFFICE FOR INDIA

The mission of WHO India is to improve quality of life of the 1.4 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.

DESCRIPTION OF DUTIES

1. Provides support on WCO human resource and organization development matters, including the promotion of innovative HR solutions to achieve strategic goal.

2. Ensures the articulation and integration of HR policies, procedures and systems in line with the strategic objective of the Country Cooperation Strategy of WCO-India. Adaptation of existing HR policies and the development of new HR strategies, to address emerging organization needs and initiatives. Promotes synergies and linkages across WCO-India and with internal stakeholders to drive organizational change through creative HR planning, development, and management.

3. Delivers quality HR support services to all in WCO-India by developing a collaborative partnership with managers and individual personnel.

4. Ascertains human resources requirements and participate in the implementation of the recruitment and selection process for the WCO-India, providing efficient staffing services and solutions to ensure hiring and placement of highly qualified employees to meet the country office requirements.

5. Ensures the effective delivery of human resource services which include updating of Human Resources Information System (HRIS) in the changing environment, delegation and decentralization of its effective usage to the field personnel, empowering them for independent decision-making without circumventing existing policies and procedures.

6. Participates in WCO-India management team meeting in his/her area of responsibility to ensure effective integration of HR aspects in broader administrative/management work of WCO. Represents the Organization in external meetings on HR policy questions and promote the Organization's HR strategies and policies within the WHO system.

7. Oversees the Performance Management Development System (E-PMDS) and ensures its implementation and compliance within the country office; provides training to staff as required.

8. Briefs newly arrived staff, provide advice and guidance to staff members on entitlements and all personnel related matters, determine entitlements, review problem cases and make appropriate recommendations.

9. Develops and design a capacity-building plan for the country office in the use of HR tools, systems and policies and actively contribute to improved policies and practices; actively lead the incorporation of the Country Office HR team into a fully engaged network with the HRM personnel at the Regional Office level. Liaises closely with RPO on matters related to the administration of staff and contracts.

10. Provides authoritative advice to field staff on all HR related issues; monitoring and advisory services to staff and non-staff in the conditions of service and contractual arrangements with focus on identifying solutions for more difficult and complex cases; administration of justice and conflict resolution -coordinate HR response and ensure follow-through on action brought forward by HR staff in the team.

11. Supervises and trains the HR unit staff regarding the HR Contract Reforms and related rules and procedures, as well as the development of selection guidelines, Standard Operating Procedures incompliance with existing policies, synchronization of HR policies for the administration of recruitment, contract management as well as for the monitoring, control and evaluation of the policies.

12. Prepares substantive briefing notes and compiles pertinent statistics relating to human resources in the project and country offices.

13. In consultation with senior management, supports Staff Development and Learning initiatives, and contributes to the formulation of staff development and learning programmes for country office and field staff.

14. Periodic field visits to regional areas to streamline the policies and improve compliance and implementation across units.

15. Performs any other duties relevant to the area of function as assigned by the supervisor.

Under the direct overall guidance of WHO Representative to India (WR-India) and the direct supervision of Administrative Officer (AO), the incumbent will provide support in managing human resources for WCO-India and its collaborative programme / projects. The incumbent will coordinate with HRM/SEARO on HR-related matters. He/She will provide day-to-day support to WR through Administrative Officer (AO) in providing dedicated HR operational support for the overall administration and management of human resources of WCO India as follows:
