Objective of the programme 

A team comprising of Government Officials and technical staff from development partners is involved in supporting the government in areas Health Financing and Universal Health Coverage, primarily on mainstreaming UHC services across sectors to get early and sustainable result and in implementation of national HF and UHC services. In collaboration with the WHO country team, the incumbent will provide technical support to the Government of Bangladesh, in particular Director (Research), HEU and related directorates and units, in its efforts for scaling up HF and UHC related activities and to provide effective and equitable nation-wide UHC related service delivery. The contracted Programme Officer – HF and UHC (under SSA mechanism) will report to the Technical Officer, Health Financing -WHO, who will also carry out a performance evaluation at the end of the assignment.

The overall nature of the role requires composition of a number of qualitative endowments in implementing plan of actions on policy, strategy and guidelines, capacity building and review of gap analysis alongside continuous monitoring of the progress of the projects; and if/ when require, necessary coordination and advocacy in understanding difficulty, sensitivity, nature and importance of work relations.

DESCRIPTION OF DUTIES

Under the overall guidance of the Team Leader, Health Systems and direct supervision of Technical Officer- Health Financing, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  • Support the effective implementation of MOHFW-WHO’s joint activities pertaining to health financing and universal health coverage.
  • Provide technical, coordination and organizational support to HEU of the MOHFW on the development, adaptation and revision of Health Care Financing Strategy (HCFS) with a view of strengthening health financing functions of the country to advance the progress towards UHC.
  • Support evidence generation, analysis/interpretation and use of evidence for decision making in the areas pertaining to health financing and universal health coverage.
  • Provide coordination, communication support to HEU in capacity building and awareness raising activities linked to health financing and universal health coverage.
  • Provide technical guidance to and facilitate coordination with HEU and stakeholders for HCFS implementation plan development and execution.
  • Monitor MOHFW-WHO activities on health financing and universal health coverage and prepare progress reports and new project proposals as appropriate.
  • Provide inputs and contributions to UHC and overall health systems development efforts in Bangladesh.
  • Carry out any other duties as assigned by the supervisors at HEU, MOHFW and health systems Unit at WHO, Bangladesh.
