Objective of the programme 

The WHO Bangladesh Country Office in Dhaka serves 64 districts and 12 City Corporations having over 164 million population with a combined annual birth cohort of nearly 3.2 million infants. Immunization is one of the most cost-effective public health interventions and all districts in the country give high importance to their national immunization programmes (NIP). 

The objective of the programme is to promote and support WCO Bangladesh in strengthening COVID-19 related activities including surveillance of vaccine preventable diseases and in improving immunization performance, including introduction of new vaccines and accelerated control of vaccine preventable diseases. Selected candidates will be assisting in developing and implementing COVID -19 related national and sub-national immunization plans and in promoting the capacity for sustainable improvement in alignment with the objectives and goals of the National EPI and WCO Bangladesh.

Note: The following are generic descriptions of duties developed for a roster of Surveillance and Immunization Medical Officers (SIMO COVID-19 & Immunization program). The actual Terms of Reference (TOR) for the contract for selected SIMO will be based on the specific requirements of the position. 

 

DESCRIPTION OF DUTIES

  1. Provide technical assistance for capacity building of district health staff to ensure quality implementation of the COVID-19 program and other Immunization related activities including vaccine-preventable diseases control activities as per WHO quality standards and best practices.
  2. Assist activities related to COVID-19 operational planning and implementation such as training, monitoring and evaluation, vaccine and cold chain, vaccine safety surveillance, data reporting and recording, communication, and advocacy in districts / City Corporations.
  3. Assist EPI in capacity building of HWs and physicians and other staff on COVID-19 vaccination.
  4. Ensure optimal use of tools for documentation and recording of events/activities related to COVID-19. Develop the capacity of district health staff to collect timely and complete data on program performance and data analysis to ensure timely corrective action
  5. Assist in undertaking visits to priority districts to support COVID-19/ EPI vaccination-related activities and other EPI activities.
  6. Assist the technical and administration teams in preparing the budget and other necessary documentation related to COVID-19 / Routine immunization/ Surveillance related activities
  7. Engage with relevant immunization partners and stakeholders to update and raise awareness related to COVID-19 / immunization-related activities.
  8. Provide need-based assistance to the WCO technical team on routine EPI / VPD surveillance activities including monitoring the quality of polio eradication and Measles and Rubella elimination activities such as Acute Flaccid Paralysis (AFP) surveillance, Measles elimination, and rubella control activities including surveillance of suspected measles cases, identification of vulnerable population with low coverage and improve immunization coverage, supervise outbreak response where required
  9. Provide technical assistance to local government authorities, NGOs regarding COVID vaccines and/ or any other new vaccine introduction.
  10. Undertake extensive travel, including travel to remote communities, to assist immunization and surveillance programme monitoring and surveillance activities.
  11. Provide technical support to district health authorities during emergency situations like flood, cyclones, and other natural disasters and disease outbreaks in planning and monitoring of health relief activities in affected areas and investigation of emerging diseases outbreaks
  12. Work within the norms of WHO regulations maintaining a cooperative relationship with all concerned.
  13. Submit monthly activity report to National Professional Officer – Divisional Coordinator
  14. Perform any other related duties as assigned.
