Capacity building support for COVID-19 vaccination at the subnational level

Since the Government of Indonesia launched its nationwide COVID‑19 vaccination programme on 13 January 2021, more than 1.4 million health workers have been vaccinated as of 28 February 2021.

WHO and UNICEF are continuing to support the Ministry of Health with technical assistance on all aspects of COVID‑19 vaccination to ensure a safe and smooth rollout of the vaccination programme. A vaccine introduction road map and technical guidelines have been disseminated and COVID‑19 vaccine safety surveillance continues to be strengthened to monitor and respond to any potential adverse events.

At the subnational level, WHO provides the Provincial and District/City Health Office with technical assistance and surge capacity. WHO field staff are continuing to disseminate the latest technical guidance, facilitate training for vaccinators, and assist in implementing the vaccination information system.

  • Papua Province

Between January to February 2021, Papua Province and District Health Offices carried out a series of virtual and face-to-face COVID‑19 vaccination training sessions for health workers and facility managers. They encompassed all aspects of COVID‑19 vaccination management, including coordination, logistics, manpower management, and incoming-outgoing flow to ensure the vaccination complies with COVID‑19 public health and social measures. WHO field staff helped facilitate five COVID‑19 vaccination and vaccine safety website training between January-February 2021, attended by 496 health workers from Boven Digoel, Mimika, Timika, Mappi, Asmat, Puncak, and Supiori districts.

In the first few days of the COVID‑19 vaccination programme, many health workers were not registered in the system. WHO field staff addressed this issue by facilitating communications between the Health Office and the regional BPJS Kesehatan (Social Security Administrative Body) and supported the Health Office to update the vaccination target database based on the BPJS ‘PCare data application’. 

  • West Papua Province

The Makassar Health Training Centre (BPPK) organized seven batches of virtual training on all aspects of COVID‑19 vaccination for 13 districts/cities in West Papua between 11 – 27 January 2021. WHO field staff facilitated the training, together with resource persons from the Provincial and District Health Office. Overall, the series of training sessions reached  983 health workers from 180 health facilities, including community health centres, hospitals, clinics, and port health offices. Prior to the training, WHO supported the District Health Office in updating the training modules, integrating the latest WHO technical guidelines on COVID‑19 vaccination. 

  • North Maluku Province

In North Maluku Province, WHO field staff continues to support the Province Health Office in monitoring COVID‑19 vaccinations sessions, facilitating virtual training, and regularly sharing the latest technical COVID‑19 guidance with the District/City Health Offices.

 

  • North Sulawesi Province

COVID‑19 vaccination for health workers started on 19 January 2021 in North Sulawesi Province. WHO field staff continues to support the Provincial Health Office in the day-to-day monitoring of COVID‑19 vaccination data, ensuring the Provincial Health Office disseminates the latest technical guidelines to districts, and facilitating discussions to address glitches in registration or vaccine distribution.

 

  • South Sulawesi Province:

 

As the COVID‑19 vaccination coverage continues to expand, the ability to collect real-time data is of critical importance to inform further interventions. In South Sulawesi, WHO is supporting the Provincial Health Office to analyze its COVID‑19 vaccination data, identify the data discrepancy between the manual and dashboard data, and train the district health office on how to access dashboard data.  WHO field staff facilitated a training of trainers for the Provincial Health Office on the use of ONA DATA mobile application. WHO and UNICEF field staff assisted the Provincial Health Office in completing the online Vaccine Introduction and Readiness Assessment Tool (VIRAT) to monitor progress in the preparation of activities related to the introduction of COVID‑19 vaccines.
