WHO emergency response in Ukraine and refugee-receiving countries: annual report 2023

Overview

Ukraine has been in a state of war for over two years, causing untold suffering for the Ukrainian population and severely impacting the country’s health systems.

The war in Ukraine has caused the displacement of almost 6.5 million people globally, the majority of whom are in Europe, where national health systems are under immense pressure to meet increased health needs.

Despite the sustained military attacks, the health system in Ukraine has proved to be remarkably resilient, continuing to function and provide vital emergency support. WHO has also been reinforcing the health systems across the country as well as supporting refugee-receiving countries to offer care to millions of Ukrainians.

This report presents WHO's achievements in 2023 and demonstrates how WHO, and its health partners, have continued to support the delivery of critical healthcare services within Ukraine and in the countries hosting Ukrainian refugees.
