Purpose of consultancy

Under the supervision of the WHO/WMO Joint Office for Climate and Health, the consultant will work in close collaboration with Network partners, WHO and WMO communications staff, as well as external contractors to manage existing knowledge platforms of the Joint Office (www.ghhin.org and www.climahealth.info) and provide communications support for Joint Office activities. 

A main area of responsibility for the consultant will be to coordinate and manage the communications and outreach activities of Wellcome Trust (WT) funded project “Accelerating Action for Extreme Heat and Health” through the Global Heat Health Information Network (GHHIN) which is implemented jointly by WMO and WHO.

Background

As one of four objectives, the WT Heat Health project aims to “Increase awareness of climate change and extreme heat risks to health as a result of effective advocacy, community building, and access to technical resources”. This consultant will play an key role in helping meet this objective, by maintaining the platforms through which extreme heat knowledge is disseminated and by shaping the messaging and developing communications products to effectively reach target audiences.

More generally, the Joint Office is in need of communications support on a variety of climate and health relevant topics, for example for specific events and campaigns. From writing speeches/presentations to coordinating and designing publications, and managing social media platforms, dedicated communications expertise is a fundamental piece of an operational Joint Office.

Deliverables

Knowledge Management and Communications

Facilitate overall knowledge management for Joint Office projects through a suite of communications and outreach activities:

A. Overall management of the www.climahealth.info and www.ghhin.org (Wordpress based), including:

  • user support (Expected on an ongoing and regular basis)
  • website promotion (Expected on an ongoing and regular basis)
  • content provider coordination (Expected on an ongoing and regular basis)
  • Editorial Board coordination (Expected on a quarterly basis in March, July, October 2024)
  • Oversight of site maintenance and development of new features and functionalities per the project needs (Expected on an ongoing and regular basis)
  • Source, produce and promote new content (Expected on an ongoing and regular basis)
  • Monitor reach, usage, audiences and propose strategies that respond to website analytics (Expected on a monthly ongoing basis);

B. Ensure quality control of the GHHIN global Heat Health Digest publication (expected on a monthly basis); 

C. Manage social media accounts, including content and campaign development (Expected in June and October 2024)

D. Assist with the identification, selection, and oversight of contractors and suppliers to deliver communication products and goals; and coordinate implementation of maintenance contracts and subscription renewals to ensure sites are technically sound, secure and remain live; and manage other communication subscriptions and licenses. (Expected on an ongoing and regular basis)

Strategic Heat Communication Planning and Oversight

A. Establish Heat Communications working group with TORs and workplan (Expected by April 2024);

B. Facilitate revision of the “Global Stakeholder Engagement, Communication, and Uptake Strategy” (Expected by May 2024);

C. Develop training and support materials for the media and regional nodes to help develop similar engagement, communications, and uptake plans (Expected by July 2024);

D. Identify communication focal points for Network partners and maintain regular outreach and information sharing, including WMO communications and EWS4A focal points (Expected on an ongoing and regular basis);

E. Promote partner activities with up-to-date representation of their work and affiliation on the websites (Expected by November 2024)

Facilitate climate and heat policy and technical events

A. Desktop publishing of technical reports, flyers, posters, and presentations to support events (Expected on an ongoing and regular basis)

B. Develop promotional and presentation materials for quarterly Open Forum events (expected on a quarterly basis in March, July, October 2024), UNFCCC COP events, and other public facing activities 

C. Collaborate with contractors to ensure timely and quality online events (Expected on an ongoing and regular basis)

D. Facilitate the TSU and network partners to promote GHHIN and partner events on social media and other platforms (Expected on an ongoing and regular basis

Qualifications, experience, skills and languages

Educational Qualifications

Essential: Bachelor’s university degree in a field related to climate change and human health, and/or communications and knowledge management.

Desirable:  An advanced degree or equivalent in a field related to climate change and human health, and/or communications and knowledge management.

Experience 

Essential: 5 to 10 years of experience communicating scientific content to diverse audiences, including demonstrated experience in the following:
  • Developing and implementing communications and knowledge management strategies
  • Managing wordpress-based websites;
  • Designing graphics, publications, newsletters and presentations for corporate communications;
  • Managing large corporate social media accounts;
  • Managing large corporate social media accounts;
  • Supporting event communications and promotion

Desirable:  

  • Relevant professional experience in public health, climate or meteorological science, data and information management, web development or science communications
  • Experience working effectively within international teams or the UN system. 

Skills/Knowledge

  • Expertise or sound knowledge of WHO or WMO mandate and goals, including WHO and WMO publishing guidelines;
  • Strong organization skills and proven track record of delivering on time
  • Excellent interpersonal and communication skills;
  • Strong writing and editing skills in the preparation of communication strategies and content.

Languages and level required

Essential: Expert knowledge of English.
