Purpose of consultancy

This consultancy will support the implementation of the Acute Care Transformation through Basic Emergency Care (ACTxBEC) initiative, to strengthen integrated service delivery and improve access to quality first-contact care in 5 countries in Africa. It leads the design, testing, and management of data systems for high‑quality monitoring of implementation, educational and health impacts of the initiative. The role will ensure robust data governance, ethical compliance, and effective risk mitigation across a network of facilities and between multi-level stakeholders. Generating analytical outputs and reporting will guide programme learning, improvement, and scale‑up. Overall, the consultancy will provide the technical expertise needed to ensure that timely, reliable data drive improvements in acute care within the broader UHC agenda.

Background

Through the Integrated Services and Models of Care (ISM) team in the Performance, Financing and Delivery (PFD) department, WHO brings together its work on integrated delivery channels—including primary care, emergency care, critical care, and operative care—with a focus on effective organization of services and people’s movement across the health system. This approach strengthens the impact of WHO’s normative guidance by aligning it with the realities of frontline service delivery and users’ needs. Within this framework, WHO is implementing the global ACTxBEC initiative, a multi-country effort to strengthen emergency and acute care delivery through standardized training, systems strengthening, and quality improvement. High-quality data systems and rigorous analytical processes are essential to ensure implementation fidelity, measure clinical, process, and educational outcomes, guide continuous improvement, and enable expansion into additional regions.

Output 1: 31 May 2026
Deliverable: Technical report
  • Draft comprehensive data management framework for ACTxBEC, including data flows, roles and responsibilities, quality assurance processes, risk mitigation measures, and alignment with WHO data governance, ethical, and data protection policies.
  • Draft standardized data collection instruments and guidance, including clinical, process, and educational indicators, data collection forms, standard operating procedures, and supporting materials.
  • Draft data collection systems, databases, and reporting dashboards within the WHO Integrated Data Platform, including electronic data capture tools and user documentation.
Output 2: 31 July 2026

  • Monitor data quality on an ongoing basis, assessing completeness, timeliness, consistency, and accuracy, and implement corrective actions as required.
  • Ensure compliance with ethical, regulatory, and research governance requirements related to data handling, sharing, and reporting, in accordance with WHO policies.
  • Contribute analytical inputs to programme reports, technical briefs, and other knowledge products, in collaboration with WHO technical teams and research partners.

  • Support development of necessary annual reporting in line with overall initiative plan

Specific requirements on qualification, experience, skills and languages

Educational Qualifications

  • Required: An advanced university degree (Master’s level or higher) in public health, epidemiology, biostatistics, health informatics, health information systems, data science, or a related field relevant to health data management and analysis.
  • Desirable: A doctoral degree (PhD or equivalent) in a relevant discipline, particularly with a focus on health systems research, implementation research, or global health.

Experience

  • At least 7 years of progressively responsible professional experience in health data management, data systems design, monitoring and evaluation, epidemiology, biostatistics, or health information systems, including experience in multi-country and large-scale health programmes.
  • Demonstrated experience in designing and managing data collection systems, databases, and analytical workflows for health programmes or research initiatives, preferably in low- and middle-income country settings.
  • Proven experience in data quality assurance, including data validation, cleaning, monitoring, and implementation of corrective actions across multiple sites or countries.
  • Experience conducting quantitative data analysis and producing analytical outputs, reports, dashboards, and data visualizations to inform programme implementation and decision-making.
  • Demonstrated experience working with multiple stakeholders at global, regional, and country levels, including ministries of health, academic partners, and international organizations.

Skills/Knowledge

  • Strong technical knowledge of health data management systems, including the design, implementation, and maintenance of databases and electronic data capture systems for multi-country health programmes.
  • Advanced analytical skills, with demonstrated ability to analyse clinical, process, and educational data, apply appropriate statistical methods, and interpret findings to inform programme implementation and decision-making.
  • Proven ability to develop and use data quality assurance frameworks, including data validation, monitoring, cleaning, and documentation of corrective actions.
  • Solid understanding of health systems and service delivery, particularly in relation to emergency, acute, critical, and/or operative care, and the use of data to support quality improvement and system strengthening.
  • Knowledge of ethical, regulatory, and data governance requirements for health research and programme data, including data protection, data sharing, and compliance with international and WHO policies.
  • Strong skills in developing data visualization and reporting products, including dashboards, summaries, and analytical briefs for technical and non-technical audiences.
  • Ability to work effectively in complex, multi-stakeholder and multi-cultural environments, coordinating with global, regional, and country-level partners.
  • DHIS2 architecture solution or development experience is desirable.
Languages and level required

Essential:

  1. Expert knowledge of English (Read - Write - Speak)
  2. Intermediate knowledge of French (Read - Write - Speak) would be an asset

Payband B: 9,000 USD/month
