Background

The Alliance on Transformative Action on Climate and Health (ATACH) is a WHO-led initiative to support countries deliver on the COP26 Health Programme commitments. It provides a platform for coordination; knowledge and best practice exchange; networking and access to support and opportunities to link up to existing initiatives; tackling common challenges; and monitoring global progress. The COP26 Health Programme took place in November 2021, and it was the precursor event that led to the ATACH. It was the first time the United Nations Framework Convention on Climate Change (UNFCCC) negotiations, led by the UK as COP President, promoted a formal health programme. The Programme involved four Heath Initiatives to propel climate-resilient and low carbon sustainable health systems. To maintain momentum and support countries implement their COP26 Health Programme commitments, the ATACH was set up with states and non-states actors as participants.

Purpose of Consultancy

As of today, a total of 61 countries have committed at the Minister-of-Health level to strengthen climate resilience and lower the emissions of health systems under the Alliance on Transformative Action on Climate and Health (ATACH). As more countries submit their commitments, the Department of Environment, Climate Change and Health (ECH) is looking for a consultant to contribute to the ATACH’s day-to-day operations, which are centered around the following three activities:

1. Communicate with current and potential partners – state and non-state actors – and assist those interested in joining the ATACH.

2. Set up and host ATACH gatherings.

3. Develop materials needed for day-to-day operations including but not limited to mapping of relevant projects and initiatives led by ATACH participants, writing newsletters, and preparing official forms.

Deliverables 

Deliverable 1: Identify focal points of ATACH participants (countries and organizations) and build a repository with their relevant information for e-mailing purposes. Expected by: continuous task.

Deliverable 2: Develop and execute a communications plan to keep participants and public abreast of ATACH activities. Expected by: December and bimonthly basis from then.

Deliverable 3: Organize relevant ATACH meetings. Expected by: Continuous task.

Deliverable 4: Map initiatives and tools of ATACH participants to support the delivery of commitments. Expected by: Start in November and continuous task from then.

Deliverable 5: Produce background materials needed for the day-to-day operations of ATACH (e.g., website and newsletter content, drafting of letters, among others). Expected by: December and continuous from then.

Qualifications, experience, skills, and languages

Educational Qualifications

Essential: Minimum first university degree in Public Health, Environmental health, epidemiology, or equivalent

Experience Essential:

Minimum of 2 years of experience in environmental health or climate change work.

Experience on environmental health or climate change and health.

Experience in working in international settings with staff from various geographical regions.

Desirable:

Experience in project management.

Experience in high-level event planning involving representatives from governments, multilateral, and non-governmental organizations.

Experience with database management (especially using Excel), basic HTML, and marketing platforms (e.g., Mailchimp and Campaign Monitor).

Skills/Knowledge

Essential:

Excellent interpersonal and communication skills.

Languages and level required

Essential: Expert knowledge of English

Desirable: Intermediate knowledge of French or other UN official languages.
