Purpose of consultancy

To update the user’s manual of the extended Global Nutrition Targets Tracking Tool and to develop related capacity building and dissemination materials. 

Background

The Global Nutrition Targets Tracking Tool is used by Member States and other data stakeholders to set, and monitor progress of, the six nutrition targets for 2025 at country and global levels as endorsed by the World Health Assembly in 2012. Four of these target indicators (stunting, wasting and overweight in children below 5 years of age, as well as anaemia in women of reproductive age) are part of the UN Sustainable Development Goals (SDGs) and the monitoring framework of WHO's current Global Programme of Work (GPW13).

In 2015, the SDGs included two targets including three out of the six nutrition indicators for 2025 targets (namely SDG indicators 2.2.1 and 2.2.2 (1) and 2.2.2 (2) for stunting, overweight and wasting in children under five years of age), and in 2019, a third target (SDG indicator 2.2.3 for anemia in women age 15-49 years, by pregnancy status) was added, related to a fourth nutrition targets indicators. WHO, together with UNICEF, are the data custodians for reporting on the progress of those indicators towards the 2030 targets. The global nutrition targets extension from 2025 to 2030 was proposed by WHO and UNICEF in 2019 and Member States and partners are asking since then for a related expansion of the Global Nutrition Targets Tracking Tool to allow for countries to monitor their progress towards 2030 targets.

In collaboration with UNICEF and the European Commission, WHO is leading the expansion of the tool to include updated data and features for monitoring the extended 2030 nutrition targets, in addition to the 2025 ones. These tool updates are close to final and guidance dissemination materials should be designed to facilitate the rollout of this tool. 

This Consultancy concerns the design and update of the user manual and dissemination materials, including an e-Learning course.

Deliverables

1. Update the Global Nutrition Targets Tracking Tool user manual to reflect new features and functionalities

Deliverable 1. To update the current user manual to include the new features and functionalities. This manual will be the main guidance document for users to navigate through the tool. This manual also contains technical notes and possible case scenarios for users to better understand the tool.

2. Global Nutrition Targets Tracking Tool e-Learning course development/update

Deliverable 2. To develop and update the e-Learning course for capacity-building purposes at Member states and partner levels for using the Global Nutrition Targets Tracking tool to set, monitor and assess progress towards the global and their national global targets.

3. Dissemination materials (PPTs, PPT videos, Webinars) for enhancing the dissemination of the extended version of the Global Nutrition Targets Tracking Tool.

Deliverable 3. To develop dissemination materials to be used in webinars, in-person presentations, as well as digital dissemination materials to promote the use of the Global Nutrition Targets Tracking tool, in collaboration with other departments at WHO working with training courses and dissemination to gather best practices in successful training and dissemination materials.

The consultant will be requested to provide updates every two weeks on progress of the tool development throughout the contract.

Qualification, experience, skills and languages

Education

Essential: First university degree in business information systems, computer sciences, public health, statistics, or related field.

Desirable: Advanced university degree in business information systems, computer sciences, public health, statistics, or related field.

Work experience

Essential

  • 5 to 10 years of experience in the area of nutrition monitoring and in the development of related dissemination materials.
  • Proven experience in developing training and dissemination materials.


Technical skills and knowledge

Essential

  • Excellent analytical and organizational skills
  • Ability to work and produce results in a fast-changing environment
  • Ability to work harmoniously as a member of a team, adapt to diverse cultural backgrounds and maintain a high standard of personal conduct

Desirable

  • Knowledge of the global nutrition targets, SDG monitoring and the application of the Global Nutrition Targets Tracking Tool

Languages and level required

Essential: Expert knowledge of English.

Desirable: Intermediate knowledge of any other UN official languages.

Travel

No travel is required

Remuneration and budget (travel costs are excluded)

  • Remuneration: Payband level B  – USD 350 – 499 per day
  • Expected duration of contract: 6 months
  • Target start date: January to June 2023
  • Work-schedule: Part-time (100 days over the contract period)
