Purpose of the work

To provide technical guidance to the Director of the Department of Nutrition and Food Safety (NFS) to manage the Technical Expert Network (TEN) on Nutrition and Food Safety and the Output Delivery Team (ODT) 3.1.2 (Countries enabled to strengthen equitable access to safe, healthy and sustainably produced foods through a One Health approach) and 3.2.1 (Countries enabled to address risk factors through multisectoral action).

Background

The Nutrition and Food Safety Department at WHO headquarters is the focal point for WHO's global activity planning in nutrition and food safety. Activities are described in the biennium planning of the 13th General Programme of Work (GPW). In order to maximize the impact of these activities, full synergies are needed among the three levels of WHO (headquarters, regions and countries) and among related technical areas. Technical Expert Networks (TENs) and Output Delivery Teams (ODTs) have been set up for this purpose. Both interaction systems require well-planned meetings and intelligence of the situation. The ODTs namely need to agree on a set of priorities to which to address resources.

In addition, WHO has introduced a new method for assessing the Secretariat’s performance on achieving the outputs of the programme budget, the output scorecard. This is a self-assessment of the Secretariat’s performance or achievement of the outputs through a standard and systematic scoring system guided by a set of dimensions, attributes and criteria. This consultancy will provide technical guidance to the Director of the Nutrition and Food Safety Department to perform these functions effectively.

Deliverables

1. Provide technical guidance to coordinate the WHO Global activity planning in the technical areas of nutrition and food safety

  • Deliverable 1: Workplan of TEN on Nutrition and Food safety for the biennium 2024-25
  • Deliverable 2: Convene quarterly meetings of TEN on Nutrition and Food safety to discuss strategic alignment, workplans and resource needs
  • Deliverable 3: Priority activity plans for ODT 3.1.2 and ODT 3.2.1
  • Deliverable 4:  Final reports of ODT 3.1.2 and ODT 3.2.1 for the biennium 2022-23

2. Monitoring of technical products and global goods

  • Deliverable 1: Quarterly inputs into the tracking system for the 3.1.2 and 3.2.1 technical products and global goods

3. Facilitate the strategic discussions on the nutrition and food safety prioritization for 2024-25

  • Deliverable 1: Facilitate discussion on NFS strategy with the NFS management group
  • Deliverable 2: Draft the narrative, if/as required by the Planning, Resource Coordination and Performance Monitoring department (PRP)

Qualifications, experience, skills and languages

Educational qualifications

Essential: First university degree in management and first university degree in nutrition or food science

Desirable: Advanced university degree in management and/or advanced university degree in nutrition or food science

Experience

Essential: 

  • A minimum of six years’ experience in handling collaborative projects on public health, food science or nutrition
  • Previous experience working on global activity planning within the UN system

Desirable: Experience in handling international discussion fora

Skills and knowledge

Essential: Expert knowledge of English

Desirable: Basic knowledge of French

Languages

Essential: Expert knowledge of English

Desirable: Basic knowledge of French

Location, travel, remuneration and contract duration

  • Consultancy will be offsite (i.e. home-based) and full-time (100%)
  • No travel is required
  • Remuneration at Pay-band level B: USD 7 000 - 9 980 per month, based on experience
  • Expected duration of contract: 11 months 
  • Target start date: July 2023
