Purpose of the Consultancy

To support the Multisectoral Actions in Food Systems Unit in updating the “Guidelines on food fortification with micronutrients”, a global report on food fortification and the development of Global guidelines on edible oil fortification.

Background

The Nutrition and Food Safety (NFS) Department, located within the WHO’s UHC/Healthier Populations Division, is addressing the burden of disease from physical, chemical and microbial hazards in food and unhealthy diets, maternal and child malnutrition, overweight and obesity. The Department aims to ensure universal access to safe, sufficient nutritious food and effective nutrition actions, through setting science-based international food standards, promoting nutrition action in health systems, fostering sustainable food production and consumption, improving food environments and empowering consumers in all situations, monitoring nutrition status, and managing food safety events at the international level, closely working with Member States, UN partner agencies and non-State actors.

NFS’ Multisectoral Actions in Food Systems (AFS) Unit develops implementation tools to strengthen food systems; support multisectoral policies to improve safety, quality and sustainability of food; engages with stakeholders in the food chain; and monitors policy implementation. The Unit provides support to WHO’s Member States in reducing the burden of diseases caused by unsafe food, unhealthy diets, and malnutrition in close collaboration with UN partner agencies, and other international organizations and stakeholders.

In the last decade WHO has worked intensively in fortification by publishing evidence-informed guidelines for wheat, maize and flour fortification, developing global databases to monitor status and policy adoption, and implementation tools to guide programme design and monitoring. In the period 2022-2025 WHO will complement the above-mentioned work with the update and development of critical resources to accelerate progress in fortification, globally.

Particularly, the outputs of this consultancy will support WHO’s work related to the update of the Guidelines on food fortification with micronutrients, a global report on food fortification and the development of Global guidelines on edible oil fortification.

Planned timelines (subject to confirmation)

Start date: 20 January 2022
End date: 19 December 2022
Total duration: 11 months, 20 working days/month

Work to be performed

Objective 1: To support the update “The Guidelines on food fortification with micronutrients”.

  • Support the convening of two virtual technical consultations to identify update priorities and assess progress
  • Set up an editorial process to update the above-mentioned book

Objective 2: To support the development of a global fortification report.

  • Support the convening of two technical consultations to outline the report content and assess progress
  • Coordinate with internal and external partners to develop the first draft of the report.

Objective 3: To support the development of global guidelines on edible oil fortification with vitamin A and D.

  • Support the convening of a guideline development group to discuss the evidence and recommendation of the guideline.
  • Develop the first draft guideline for discussion by the guideline development group.
  • Incorporate feedback into the draft guideline.

Specific requirements on qualification, experience, skills and languages

Educational qualifications:

Postgraduate studies of Nutrition, Food Sciences, Epidemiology, Statistics or Public health.

Experience:

At least five years of experience in:

  • Nutrition and food fortification research areas.
  • Design and management of large-scale food fortification programs and health of populations.
  • Developing technical documents for global guidance.
  • Project management.

Language requirements:

The provider should also have excellent written and oral communication skills in English.

Duty station

The supplier will perform the work from his/her location and does not need to travel to HQ.
