Purpose of the Consultancy

To contribute to all aspects of the implementation of policy updates for the Global Sodium Reduction Report and the Global Food Fortification Report. This consultancy aims to assist the Multisectoral Actions in Food Systems (AFS) Unit in its activities related to monitoring policy implementation in countries. The scope entails policy updates and analyses for the two global reports and related data entries into the WHO Global database on the Implementation of Nutrition Action (GINA). 

Background

The Department of Nutrition and Food Safety (NFS) is addressing the burden of disease from physical, chemical and microbial hazards in food and unhealthy diets, maternal and child malnutrition, overweight and obesity. The Department aims to ensure universal access to safe, sufficient nutritious food and effective nutrition actions, through setting science-based international food standards, promoting nutrition action in health systems, fostering sustainable food production and consumption, improving food environments and empowering consumers in all situations, monitoring nutrition status, and managing food safety events at the international level, closely working with Member States, UN partner agencies and non-State actors. NFS coordinates nutrition efforts in WHO emphasizing the areas of global nutrition surveillance, food and nutrition policy, and evidence and programme guidance. Within NFS, the unit of Multisectoral Actions in Food Systems (AFS) develops implementation tools to strengthen food systems; support multisectoral policies to improve the safety, quality and sustainability of food; engages with stakeholders in the food chain; and monitors policy implementation.

The monitoring of policy implementation is done through the GINA database, which includes data from WHO and partners. The data, which are checked and validated by WHO, are used for reporting on progress in thematic areas as well as on the status of implementing global commitments. In 2022, the Department is responsible for two major food system-related reports: The Global Sodium Reduction Report and the Global Food Fortification Report. Both reports will include data on the implementation of policies and programmes to advance work in these fields, drawing on data that is available in GINA.

Work to be performed

Contribute to the development of the Global Sodium Reduction Report and the Global Food Fortification Report which includes:

  • analyzing country policies related to sodium reduction and food fortification;
  • performing data entries to the GINA database; and,
  • preparing graphic and narrative data summaries for the global reports. 

Specific requirements on qualification, experience, skills and languages

Educational Qualifications

Essential: First university degree in public health nutrition, with a focus on food and nutrition policy, governance for nutrition.  

Experience

Essential: 

  • At least two years of related experience in analyzing and monitoring national nutrition policies.
  • Proven record in database management and technical updates.
  • Proven record in preparing technical documents.

Desirable:

  • Experience in developing or monitoring country policies related to sodium reduction and food fortification.
  • Previous experience at country level in policy, strategy development or programme implementation.
  • Working experience in a UN agency or global NGO. 

Skills/Knowledge:

Computer literacy: word processing, spreadsheet and presentation software. Database management. 
High level of analytical skills.

Languages and level required:

Expert knowledge of English is required. Intermediate knowledge of WHO official languages would be an asset.
