Purpose of consultancy

To provide technical support to the Nutrition and Food Safety Department (NFS) on the integration of prevention and management services in primary health care, as part of the WHO Acceleration Plan to STOP obesity.  The service delivery will be part of the cross-cutting WHO work on integration, including the UHC compendium, WHO Academy, and related training and material.

Background

Under the supervision and technical guidance of the Director, NFS, the incumbent will work in collaboration with the WHO Acceleration Plan to STOP obesity cross-cutting team including nutrition and food safety, clinical services and integration, primary health care, delivery for impact, country support and strategy at Headquarters, Region and or Country Offices. The consultant will provide guidance on work related to the integration of obesity prevention and management services in the UHC compendium and WHO Academy in collaboration with the team of the Clinical Services and Systems Unit in the WHO Integrated Health Services department. The consultant will also develop the tools to support country adoption of the obesity service delivery framework and conduct pilot testing in selected countries. 

Deliverables

  • Consult with internal and external experts to finalize the obesity service delivery framework
  • Integrate the obesity service delivery framework in the UHC Compendium of Health Interventions
  • Coordinating work to ensure maintenance of essential health services in the pandemic context and during other health system stressors
  • Plan, design and develop an Obesity Prevention and Management Module for the WHO Academy
  • Develop and pilot related training material
  • Conduct pilot testing of integration of the obesity service delivery framework in 2 to 3 countries
  • Perform other related duties as assigned

Qualification, experience, skills and languages

Education

Essential: First university degree in health science

Desirable: Advance university degree in educational science

Work experience

Essential

  • 5 years of relevant work experience in service delivery and metrics and health system

Desirable

  • 5 years of experience in policy making and program implementation at large scale
  • Familiarity with the UN system

Technical skills and knowledge

  • Excellent technical skills - Excellent critical analysis and translational capacity 
  • Excellent capacity to adapt complex analysis to programmatic use and implementation support 
  • Excellent capacity to design complex material 

Language

  • Expert knowledge of English

Location

Offsite: home based

Travel

Travel to 2/3 selected countries to conduct pilot testing

Remuneration and budget (travel costs are excluded)

  • Remuneration: Band level B – USD 350 – 499 per day
  • Expected duration of contract: 6 months
