Purpose
To conduct economic burden analysis as part of the SAFER (alcohol control) investment case in Nepal.
Background
The United Nations Inter-Agency Task Force on the Prevention and Control of Non-communicable Diseases was established by the UN Secretary General in 2013. Its role is to bring the United Nations system together to tackle non-communicable diseases and promote mental health. It uses its networks and expertise to help governments develop and introduce effective responses to prevent and control NCDs. Bringing together over 40 UN agencies, as well as the World Bank and regional development banks, the Task Force promotes a whole-of-government and whole-of-society approach.
The World Health Organization (WHO), UNAITF in collaboration with international partners, launched the SAFER initiative in 2018 alongside the United Nations third high-level meeting on prevention and control of noncommunicable diseases (NCDs). The objective of SAFER is to provide support for Member States in reducing the harmful use of alcohol by strengthening the ongoing implementation of the Global strategy to reduce the harmful use of alcohol and other WHO and United Nations instruments – including WHO’s Global action plan for the prevention and control of NCDs and the United Nations’ Sustainable Development Goals (SDGs) target 3.5 (i.e. Strengthen the prevention and treatment of substance abuse, including narcotic drug abuse and harmful use of alcohol).
This includes providing support to countries to develop the case for investment in the alcohol control. The investment cases seek to quantify the social and economic burden of alcohol in the country, to calculate the cost of required action and the return on investment. The investment cases use the WHO-led OneHealth Tool and institutional context analysis approach. The international team undertaking the NCD investment case will comprise of a lead economist, supporting economist, global and regional alcohol control experts and social development specialist(s). The international team works closely with the national team of experts (nominated by the Ministry of Health), and WHO and UNDP Country and Regional experts.
Scope of work
The scope of work for this contract consists of developing the alcohol use economic analysis for the Nepal alcohol control investment case.
Work to be performed
Output:
- Technical support to conduct economic burden analysis for the development of the SAFER investment case in Nepal.
Deliverables:
- Calculate the total economic burden attributable to alcohol use and the economic burden avertable due to implementation of alcohol control SAFER measures.
- Prepare economic burden analysis report.
- Provide any further support and utilise feedback from the team to finalize the report.
Specific requirements
- Master’s Degree or equivalent in Health Economics, Public Health, Economics or Social Sciences
- At least 5 years’ experience of research, writing, modelling
- Experience in undertaking health investment case analysis (or Health spending cost/benefit analysis), including return on investment
- Research, writing, and analytical skills
Functional
- Familiarity with and experience in global health economics including NCDs
- Knowledge of the development dimensions of health
- Familiarity with national health and development planning processes
- Familiarity with the sustainable development goals and targets
- Competence with Microsoft Word and Excel
- Familiarity with the SAFER investment case methodology

Payment modalities and Administrative Arrangements
Payment upon submission of the deliverable. The supplier will be remunerated at a rate that is commensurate with his/her experience.
