Background
The COVID-19 pandemic has highlighted the importance of managing health misinformation, which has emerged as a major challenge in today’s highly interconnected world. Health misinformation may result into the undesirable behavioural outcomes that
can be fatal and risk lives.
The misinformation that spreads can be due to misunderstandings and misinterpretation of facts and science. Health literacy is a tool which can help communities and individuals fight against health-related misinformation. Addressing health misinformation
requires that those involved in providing key information to the public in health emergencies, from health professionals including community health providers, to media professionals, require quick and easy access to the scientific facts, the context,
as well as ways to rapidly identify and respond to potential misinformation.
WHO is therefore organising a series of training of trainers workshop for factcheckers to strengthen their science and health literacy and other skills. The first of these will be focused on the Asia Pacific region, and further workshops will be focused
on other regions.
Objectives
The objective of this work is to support the implementation of the “Crosscheck: Science and Factchecking” training of trainers workshop, through the planning, development of the curriculum, of content, and identification of suitable trainers. The workshop is to train professionals involved in or interested in factchecking to enhance the voice of science to fight rising misinformation through an understanding of scientific information and its correct interpretation, and strengthen health literacy competencies to enhance the factchecking skills.
The long term objective of this is to create a professional network of fact-checkers who can support local and regional efforts to halt mis-and disinformation in future health emergencies by strengthening the voice of science.
Deliverables
- Development of the training curriculum and guidebook:
- Design the training resources including curriculum, tip sheets and registration forms.
- It should include Visual verification tools and techniques; Data verification tools and approaches,; social listening for identifying misinformation trends; Interpreting scientific research; effectively communicate science
- Plan and organize the workshop including coordination with the facilitators
- Organise the logistics for the conference including workshop venue, hotel stay and travel for participants and facilitators
- Conduct ToT and train the cohort on the Science and Factchecking curriculum
- Technical support during the training
- Facilitate post ToT training support for participants
Responsible officers from technical team working on science translation in WHO’s Epidemic and Pandemic Preparedness and Prevention Department will be available for guidance, input and consultation during the entire project duration.
WHO will own the intellectual property of work produced through this contract, and appropriate attribution will be given to individuals and organizations involved in the development of the work.

Estimated duration/period: approximately 4 months
Specific requirements for the supplier
Interested organizations should meet the following requirements:
- An organization with minimum 3 years of experience of working extensively in the space of fact-checking in health literacy
- The organization must have extensive experience of conducting trainings in at least 5 different countries in the space of health misinformation and health literacy and is well aware about training requirements in the relevant regions.
- It is desirable that the organizations who have worked with WHO or other international organizations on similar or related projects in past.
Place of assignment
The project curriculum can be completed remotely however travel during the workshop will be required.
