WHO's Department for HIV, Tuberculosis, Hepatitis and Sexually Transmitted Infections is inviting proposals from qualified institutions to support the development, implementation and monitoring of norms and standards for advanced HIV disease (AHD).
Despite global progress in HIV services, AHD continues to drive high levels of HIV-related morbidity and mortality, particularly in low- and middle-income countries. Strengthening the uptake of WHO guidelines and improving service delivery for people with AHD remain critical to achieving global HIV targets.
WHO is seeking an institution or consortium to provide technical and programmatic support across guideline development, implementation, monitoring and evaluation, and evidence generation to inform future policy development.
Scope of work
The selected institution will be expected to:
- support the development and dissemination of AHD implementation tools and materials, including guidance documents and training resources;
- assist countries in adopting and implementing WHO AHD guidelines, including provision of technical assistance and training;
- contribute to evidence synthesis and guideline development processes, including systematic reviews and identification of research priorities;
- provide technical input into monitoring frameworks, indicators, and strategic information systems related to AHD and mortality;
- provide technical support on HIV-associated tuberculosis, fungal infections and antimicrobial resistance in the context of AHD;
- provide technical support for the development of inpatient AHD care bundles and optimized management of opportunistic illness; and
- develop advocacy and communication materials to strengthen awareness and prioritization of AHD.
Requirements
Applicants should demonstrate:
- proven clinical expertise in HIV and AIDS, particularly advanced HIV disease, inpatient management and public health programming;
- experience in guideline development, implementation, and evaluation;
- strong capacity in evidence synthesis, data analysis, and technical writing;
- experience supporting country-level implementation and capacity building; and
- prior collaboration with international organizations, including WHO.

Proposals should include:
- background of the institution or consortium;
- proposed approach and methodology;
- workplan and timeline;
- description of key deliverables;
- qualifications of proposed personnel; and
- detailed budget.
