Purpose of the Consultancy
- To remotely support the coordination of WHO country support on costing, budgeting and financing for COVID-19 vaccine roll-out provided through webinars, exchange learning, and support tools such as the COVID-19 Vaccine Introduction and deployment Costing tool (CVIC)
- To remotely support direct provision of technical assistance to countries on the use of tools, analysis of information, and development of budgets
- To remotely support the development of analytics, tools, and dissemination sites serving the above-mentioned costing, budgeting and financing of COVID-19 vaccine roll-out objective
Deliverables
To contribute to the successful achievement of:
- guidance, tools and user guides produced on time for 2022 costing and budgeting;
- a series of regional webinars, co-organized with Development Banks, to support countries costing, budgeting, and financing COVID-19 vaccine roll-out and scale up;
- a database of collective shared lessons-learnt;
- direct (remote) technical support provided to Member States (one-to-one orientation meetings) on the use of CVIC or other costing tools, and on the use of analytics and budgeting tools, upon country request so that countries have robust costing and budgeting plans for their discussions with MoF and/or development banks; and
- reviewed Member States' costing and budgeting plan so that countries have robust costing and budgeting plans for their discussions with MoF and/or development banks.
Specific requirements
Qualifications required:
- Advanced university degree in epidemiology, public health, sciences or related field (PhD preferred)
- Special training in epidemiology, public health, statistical analysis or related field
Experience required:
- Strong experience in health economics, immunization and vaccine delivery costing
- Familiar with WHO’s work would be an advantage Skills / Technical skills and knowledge:
- Ability to work independently and proactively, as well as strong coordination skills, working across a wide group of partners in diverse locations
- Excellent oral and written communication skills in English
- Strong analytical skills
- Excellent computer skills
Language requirements:
- Fluent in written and spoken English is essential
- Basic French or Spanish would be an advantage

Timeline and Duration
The contract is expected to start on 1 May 2021 and terminate on 30 April 2022 and corresponds to a full-time equivalent of 100%. Pay scale will be defined according to the level of expertise of the selected candidate.
