Expression of Interest: Package of Interventions for Rehabilitation – Consultant contract

The 2030 Agenda for Sustainable Development has the overall goal to end poverty, protect the planet and ensure prosperity for all. Amongst the 17 Sustainable Development Goals (SDG), goal 3 aims to “ensure healthy lives and promote well-being for all ages”. Within SDG 3, a specific target calls for the achievement of Universal Health Coverage (UHC) defined as “all people receiving quality health services that meet their needs without being exposed to financial hardship in paying for the services”. The World Health Organization (WHO) has defined the achievement of UHC as one of the strategic priority goals to address SDG 3 in its General Programme of Work 2019-2023 (GPW 13). To address this in terms of rehabilitation services, WHO’s Rehabilitation Programme in the Department for Noncommunicable Diseases is embarking on the development of a Package of Interventions for Rehabilitation. This package will provide concrete guidance to countries building rehabilitation services, and enable accurate and comprehensive budgeting.

The Department for Noncommunicable Diseases is looking for a consultant to undertake a 12-month contract to support the development of the Package of Interventions for Rehabilitation.

The scope of work for this contract consists of the following tasks:

  • In line with the standards of the WHO Guideline Review Committee, assess the suitability of clinical practice guidelines as an evidence base for the Package of Interventions for Rehabilitation;
  • Evaluate and prepare data from selected clinical practice guidelines to be presented to Development Groups working on the development of the Package of Interventions for Rehabilitation;
  • Support the coordination and moderation of work sessions of health condition-specific Development Groups;
  • Prepare materials to be presented to external Peer Review Groups;
  • Coordinate and moderate work sessions of Peer Review Groups;
  • Prepare all data to be integrated into the final product of the Package of Interventions for Rehabilitation.

The WHO Headquarters Office in Geneva is now inviting eligible individuals to indicate their interest in undertaking this work. Interested parties must provide information indicating why they are qualified to perform the described tasks, including CV, description of similar assignments, experience conducting systematic reviews, and examples of relevant reports or publications. The contracting party will be selected through a competitive process in accordance with WHO’s operating policies and procedures on procurement of services.

The expected start date is 1 February 2021 (or as soon as reasonably possible after that date). The contractual party will be remunerated at a monthly rate that is commensurate with their experience and based on the UN common salary scale.

Qualifications and experiences required:

  • University degree in a rehabilitation science, such as physiotherapy, occupational therapy, speech and language therapy, or similar;
  • Advanced university degree in public health or a related field;
  • Demonstrated experience with carrying out systematic literature reviews and writing technical documents;
  • Excellent written and verbal communication skills in English; and
  • Excellent interpersonal skills.
