Background
In 2021, the Seventy-fourth World Health Assembly adopted resolution WHA74.7 titled ‘‘Strengthening WHO preparedness for and response to health emergencies’’. In the resolution, Member States requested as soon as practicably possible and in consultation with Member States ‘‘to build on and strengthen the existing cooperation among WHO, FAO, OIE and UNEP(Quadripartite) to develop options, for consideration by their respective governing bodies, including establishing a common strategy on One Health, including a joint work plan on One Health to improve prevention, monitoring, detection, control and containment of zoonotic disease outbreaks’’.
As part of their increased collaboration on One Health WHO Secretariat has worked closely with FAO, OIE and UNEP to develop a One Health Joint Plan of Action (OH JPA), which is a work plan at Secretariat level to guide the work of the four organizations to operationalize One Health approach at global, regional and country level. The draft One Health Joint Plan of Action (2022-2026) (OH JPA) should be seen as one of the options developed as part of the strengthening of the collaboration between FAO, OIE, UNEP and WHO as requested in Resolution WHA 74.7.
The draft was developed through a participatory and inclusive process. This draft has considered the comments received from both headquarters and regional offices of the four organizations and the One Health High-Level Expert Panel (OHHLEP).
Purpose of the Online Member States consultation
Consistent with its universal, transparent and inclusive spirit and following the request from WHA74.7, WHO is calling for an online Member States consultation to ensure the content of the plan reflects the experience, needs and aspirations of the international community. Inputs collected from the online consultation will be considered and incorporated in the finalization of the Plan.
Publication of contributions
All comments will be considered public and may be published unless requested otherwise.
General Guidance on providing comments
All comments related to the draft One Health Joint Plan of Action shall be submitted to WHO secretariat at OneHealthInitiative@who.int with the subject line ‘‘Country name-comments on draft OH JPA’’ The online consultation ends on 22 April 2022, 23:59, CET.
Please note that comments will not be considered if they:
- are submitted after the closing date of the consultation; and
- are not related to the contents of the document.
Please ensure that your feedback is high level, action-orientated, accurate, feasible and related to the content of the draft plan.
