Geolocated Health Facility Data initiative – Support Communications and Advocacy Strategic Pathway
The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to support the Geolocated Health Facility Data initiative (GHFD) and the Communications and Advocacy Strategic Pathway.
Introduction
The Division of Data Analytics and Delivery for Impact (DDI) supports and strengthens the generation and collection, analysis, use, and dissemination of data and evidence to promote better evidence-informed decision-making in the Member States. Its goal is to build capacity in the Member States to monitor the health of their populations and the impact of health interventions and promote evidence-informed policy decisions. The monitoring of WHO's General Programme of Work 13 2019-2023 (GPW 13) Impact Framework is also an essential function.
The Department of Data and Analytics (DNA) within DDI is responsible for monitoring progress on the GPW 13 Impact Framework, strengthening country health information, data generation, and evidence creation in collaboration with partners, and addresses critical data gaps for priority health topics. It also serves as the Division focal point for collaboration with other departments concerning primary data generation efforts and analyses of health trends and determinants. It has recently established a WHO GIS Centre for Health to support various programmes within WHO on the needs of geospatial mapping.
The newly established GIS Centre for Health within the DNA Department supports WHO geospatial data, spatial analysis needs to build and harness the growing potential of geospatial technologies and approaches to accelerate global health outcomes. The GIS Centre for Health also supports WHO Regional and Country Offices in their GIS and data needs, including training and capacity building, GIS software/licensing, building global baseline foundation datasets, and spatial analysis. COVAX and other efforts have shown the need for global information about the health infrastructure at the national level. Knowing the location of health facilities allows the analysis of fundamental questions of equity: e.g. how accessible are these health facilities and how quickly can the population reach those locations. This information alone is essential to many global health-related questions and applications and programmes within WHO and beyond to provide Universal Health Coverage (UHC).

Key requirements
Deliverable: GHFD Communications and Advocacy Strategic Pathway
COVAX and other efforts have shown the need for global information about the health infrastructure at the national level. Knowing the location of health facilities allows the analysis of fundamental questions of equity: e.g. how accessible are these health facilities and how quickly can the population reach those locations. This information alone is essential to many global health-related questions and applications and programs within WHO and beyond to provide Universal Health Coverage (UHC).
The Geolocated Health Facility Data initiative (GHFD) aims to facilitate the public release of the health facilities location for all countries. Previously, individual RFPs were published to identify vendors for the Business Champion, Partnership Coordinator, Working Group facilitators and GIS experts roles. This RFP's deliverables will expand the project's scope on the Global advocacy and communication plans.
The selected Contractor will support the WHO GIS Centre for Health from September 2022 to December 2022 to develop a 2-year Communications and Advocacy Strategic Pathway.
Activities:
- Development of a communications and advocacy strategic pathway based on the vision, objectives, milestones, activities, and timeline for GHFD.
- Promotion of the strategic framework and building the advocacy and value of the GHFD to WHO Member States, donors and partners.
- Building transparency and trust with stakeholders through communications with regional and country stakeholder agencies, NGOs, and WHO Member States.
- Identification of advocacy opportunities at the global level. Identification of target audiences and communication channels for support materials, in alignment with the GHFD strategy.
- Support the GHFD in creating other essential communication materials and messaging for outreach, especially for essential convenings, such as the World Health Assembly. Support preparation of advocacy material for fundraising events.
Previous experience
Mandatory:
- Proven experience in the field of Geographical Information Systems, capacity building, international public health, data and health information systems strengthening, Advocacy and communication.
- Previous work with WHO, other international organizations and/or major institutions in the field of international public health, Geographical Information Systems.
Desirable:
- Extensive work experience and proven record in advocacy, policy, social campaign,
- Strategic management,
- Developing and implementing strategies for programme communication and either,
- knowledge sharing or collaboration at a senior level,
- Experience in supporting large multinational companies or international organizations,
- Expert knowledge and experience in digital platforms and social media handle,
- Strong conceptual and research/analytical skills to quickly analyze data and information from different sources and synthesize ideas,
- Exceptional written and oral communication skills, with a strong, demonstrated ability to convey complex ideas in a clear, direct, and lively style,
- Experience with global health policy development and strategies,
- Effective collaboration across time zones and diverse stakeholder groups.
- Experience with the GHFD project.
Timelines
The duration envisaged for this contract is defined for a period of about six months from 1 September 2022 to 31 December 2022 (indicative).

No later than 02/09/2022 the bidder shall complete and return by email to WHO to the following address: gissupport@who.int
- The RFP RFP-2022-DDI-DNA-GIS-0006a Acknowledgement form, signed as confirmation of the bidder's intention to submit a bona fide proposal and designate its representative to whom communications may be directed, including any addenda; and
- The RFP RFP-2022-DDI-DNA-GIS-0006a Confidentiality Undertaking form, signed;
- The Self-Declaration form, signed.
These forms are confirming the bidder’s intention to submit a bona fide proposal and designating a representative to whom communications may be directed, including any addenda.
WHO reserves the right to reject proposals from bidders who have not submitted the above-listed forms in accordance with this section.
Communications during the RFP Period
A prospective bidder requiring any clarification on technical, contractual or commercial matters may notify WHO via email at the following address no later than 5 working days prior to closing :

The HQ/DDI/DNA/GIS Team at WHO will respond in writing (via email only) to any request for clarification of the RFP that it receives by the deadline indicated above. A consolidated document of WHO's responses to all questions (including an explanation of the query but without identifying the source of enquiry) will be sent to all prospective bidders who have received the RFP. Questions are to be submitted following the format of the form "Questions from Bidders".
There shall be no individual presentation by or meeting with bidders until after the closing date for submission of proposals. From the date of issue of this RFP to the final selection, contact with WHO officials concerning the RFP process shall not be permitted, other than through the submission of queries and/or through a possible presentation or meeting called for by WHO, in accordance with the terms of this RFP.
Submission of Proposals
The bidder shall submit the complete proposal to WHO no later than
by E-mail at the following address: gissupport@who.int
Each proposal should be prepared in two distinct parts: the technical proposal and the financial offer.
Each proposal must include the signed Proposal Completeness Form (attached hereto as Annex 3) and supporting documents, as well as the signed Acceptance Form (attached hereto as Annex 5).
Each proposal shall be marked Bid Ref: RFP-2022-DDI-DNA-GIS-0006a and be signed by a person or persons duly authorized to represent the bidder, submit a proposal and bind the bidder to the terms of the RFP.
A proposal shall contain no interlineations, erasures, or overwriting except, as necessary to correct errors made by the bidder, in which case such corrections shall be initialled by the person or persons signing the proposal.
It shall be the Bidder’s responsibility to obtain a confirmation of receipt by WHO of the signed Acknowledgement form (see section “Intention to Bid” 4.24.2 above) and the proposal, marking in particular the Bid Reference number and the date and time of receipt by WHO.
WHO may, at its own discretion, extend the closing date for the submission of proposals by notifying all bidders thereof in writing.
Any proposal received by WHO after the closing date for submission of proposals will be rejected.
WHO may, at its discretion, reject late bids. Bidders are therefore advised to ensure that they have taken all steps to submit their proposals in advance of the above closing date and time.
