Request for proposals : to provide expert technical recommendations on a Monitoring and Evaluation (M&E) Framework for the Measles Rubella Strategic Framework (MRSF)

Expression of interest

Purpose of the APW (Objective)

To provide expert technical recommendations on a Monitoring and Evaluation (M&E) Framework for the Measles Rubella Strategic Framework (MRSF) that is based on best practice, feasible for countries, aligned with the M&E framework of Immunization Agenda 2030 (IA2030) and the Measles Outbreak Strategic Response Plan (MOSRP), and supports integration and strengthening of routine immunization across all essential immunization programmes.

Background

The mission of the Department of Immunization, Vaccines and Biologicals (IVB) is to work towards a world in which all people are vaccinated against vaccine-preventable diseases. Measles and rubella (MR) are a high impact cross cutting priority for IVB as well as a priority for donors and partners in the Measles and Rubella Initiative (M&RI). Globally, coverage of the first dose of measles containing vaccine (MCV1) has not improved for a decade, and the SARS-CoV2 pandemic has further disrupted both routine immunization and campaigns increasing the risk of outbreaks. In this context, deliverables from this activity will support the World Health Organization (WHO)’s technical partners and ministries of health in providing evaluation and monitoring tools to support the implementation of key global strategies including IA2030, MRSF and MOSRP.

Work to be performed

The service provider will need to achieve the following outputs:

Output 1: Synthesize M&E Frameworks relevant to MR.

Output 2: Develop a MRSF M&E framework and an implementation plan.

Output 3: Develop and support a consultation process on the MRSF M&E Framework.

Output 4: Map MR eradication benchmarking milestones derived from modelling to the draft MRSF M&E framework and provide recommendation on which milestones should be incorporated into the MRSF M&E.

Specific requirements

WHO/Agenda, Policy and Strategy (APS) is inviting proposals for the execution of the above work by companies or individual consultants.

- Qualifications required:        

  • Advanced degree (Masters level or above) in Medicine, Epidemiology, Infectious Diseases, Public Health, Global/International Health, Paediatric Health or other fields relevant to immunization.
  • Demonstrated understanding of goals, operations and priorities of routine immunization, and the Measles and Rubella Initiative.

    - Experience required:

  • At least seven years of professional work experience in the health sector with clearly demonstrated experience in working with ministries of health in planning, implementing or monitoring immunization programmes in low-resource environments.
  • Demonstrated experience of working with the United Nations system, including WHO country, regional and global offices and UNICEF programme or supply division.
  • Expertise in monitoring and evaluation frameworks and/or immunization programme surveillance and monitoring.

    - Skills / Technical skills and knowledge:

  • Excellent oral and written communication and presentation skills.
  • Knowledge of vaccine-preventable diseases and immunization system components.
  • Strong interpersonal, negotiating and consultative skills. 
  • Proven experience to work effectively, cooperatively and strategically to meet short deadlines in a fast environment.

Language requirements:

  • Expert knowledge of written and spoken English.  
  • Working knowledge of French or other WHO official language is an asset.


Essential proposal content

  • Cover letter/statement of interest justifying candidature and how the aforementioned requirements are met.
  • CVs of proposed project personnel.
  • Annotated Budget - separating proposed fees from travel/reimbursable costs - for the various deliverables.


Place of assignment

The applicant will be home-based.

Timeline and Duration

The contract is expected to last until 31 December 2021 and corresponds to a full-time equivalent of 100%.  Pay scale will be defined according to the level of expertise of the selected candidate.

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Award of contract
The award shall be made to the bidder whose proposal best meets the requirements of the request for proposals in terms of demonstrated expertise, quality and cost. If multiple persons will be involved, all team members will be required to demonstrate the absence of any conflict of interest.

WHO reserves the right to contact bidders subsequent to submission of proposals and prior to award for clarifications. Revisions may be permitted after submission of a proposal, and prior to award.

WHO reserves the right to reject any or all proposals submitted.

WHO shall not be responsible for any costs incurred by the bidders in preparing, submitting or presenting its proposal.

The contract will be awarded on: 12 July 2021 (at the latest).
