Social Participation for Universal Health Coverage: Technical Background Paper has been drafted to identify priorities for Member States to institutionalize social participation in health decision-making processes. It synthesizes key messages from Voice, agency, empowerment: Handbook on social participation for universal health coverage, which was launched by WHO in 2021. The draft Technical Background Paper is the basis for multi-stakeholder consultations. The document will be finalised based on feedback and published later this year.
