Background
WHO Health and Migration is establishing a Technical Advisory Group (TAG) for the period 2025–2027 to support the implementation of the WHO global action plan on promoting the health of refugees and migrants (WHO GAP). The TAG plays a crucial role in advancing WHO’s mission to reduce health inequities and address the social, economic and environmental determinants of health for displaced and migrant populations. It will provide expert guidance on research, policy development and public health strategies to promote refugees, migrants and other displaced populations' health.
As an advisory body to WHO the TAG provides strategic and technical guidance to support WHO Health and Migration. Its key functions include advising on policy development, programme implementation, research, and evidence generation; offering expert feedback on WHO technical reports, guidance documents, and recommendations; ensuring that WHO-produced knowledge products are scientifically robust, policy-relevant, and accessible to diverse stakeholders; and contributing to the development of global strategies for refugee and migrant health. The TAG convenes quarterly—virtually or in-person—with additional meetings held as needed. Meeting reports and key outcomes are published on the WHO website to promote transparency and knowledge-sharing, and recommendations are formulated through a consensus-based approach.
Proposed TAG Members
Following an open call, WHO carefully selected 16 multidisciplinary experts from across WHO regions to serve in their personal capacities (names and brief biographies of selected members). The TAG includes academics, public health professionals and policymakers, bringing extensive experience in health, displacement and migration. The selection process ensured technical expertise, geographical representation and gender balance.
Public Notice and Comments
Pursuant to WHO’s rules and practices, and to enhance WHO’s management of conflicts of interest, as well as strengthen public trust and transparency in connection with WHO advisory groups involving the provision of technical advice, the names and brief biographies of the individuals selected fort this TAG Membership are now disclosed for public notice and comment.

WHO will treat the comments received through this public notice and comment process confidentially. Comments and perceptions brought to the attention of WHO through this process are an integral component of WHO’s conflict of interest assessment policy and will, subject to WHO’s rules, practices, and policies, be carefully reviewed by WHO. WHO reserves the right to discuss information received through this process with the relevant expert and otherwise within the Organization as appropriate, with no attribution to the provider of the information. WHO, may, in its sole discretion, take appropriate action in accordance with its rules, practices, and policies, based on any information received.

The list of participating experts, a summary of relevant interests disclosed by such experts, and any appropriate mitigation measures taken by WHO relating to the management of conflicts of interests, will be reported publically in accordance with WHO practice.
