The WHO Secretariat is launching a consultative process to enable Member States, UN organizations and non-State actors to provide their views on the Global Coordination Mechanism on the prevention and control of noncommunicable disease (GCM/NCD) zero draft work plan for 2022-2025.
At the 74th World Health Assembly, WHO Member States decided to extend the Terms of Reference of the GCM/NCD until 2030, and also requested the WHO Secretariat to develop the workplan in consultation with Member States and GCM/NCD non-State actor participants, in alignment with the roles and responsibilities of the WHO NCD-related architecture.
The workplan will include a clear vision, a robust results framework, performance and outcome indicators that ensure that the work of the GCM/NCD is integrated with WHO’s ongoing work on NCDs, contributes to the achievement of the objectives set in the WHO Global Action Plan on NCDs 2013–2030 and the NCD implementation roadmap 2023-2030. The workplan also builds on the findings, conclusions and recommendations set out in the report of the final evaluation of the GCM/NCD.
The WHO Secretariat would like to invite Member States, UN agencies and relevant non-State actors to provide comments through a web-based consultation on the zero draft workplan and theory of change for the GCM/NCD by 17 September 2021. Comments can be provided by email to the following email address: gcmncd@who.int.

There will be an informal virtual consultation with (i) GCM/NCD non-State actor participants on 21 September 2021, and (ii) with Member States on 24 September 2021 to receive further feedback and inputs in order to arrive at a final document for consideration of the 75th World Health Assembly.
