Governance is an overarching health systems function which according to WHO’s framework for action for strengthening health systems is about “ensuring strategic policy frameworks exist and are combined with effective oversight, coalition-building, regulation, attention to system-design and accountability”. Yet, governance of the purchasing of health services has received little attention in either research or policy practice, despite its importance. A working group comprised of policy-makers, experts and researchers has been created on the Collectivity online platform to foster collective learning and peer exchange around different aspects of governance for strategic purchasing.
Throughout 2019 a series of webinars will be facilitated jointly by the WHO Health Financing Team and Results for Development. Each webinar will highlight a specific topic relating to the governance of strategic purchasing, in line with the WHO analytical framework on the same subject. Webinars will illustrate key aspects of strategic purchasing and discuss which governance arrangements apply and what are strengths and weaknesses of those arrangements. In every webinar a country case will be presented followed by reflections shared by a discussant before the opening for discussion by all participants.
