WHO TUFH Symposium: 18 Months on from the WHO Global Competency and Outcomes Framework for UHC, Implementation of Competency-Based Education

Competency-based education is widely acknowledged as the benchmark for transforming the quality of education and training of the health workforce, oriented to the health services that meet population health needs. Competency-based education is a whole-of-program approach with a dual focus on the services to be provided, and the competencies of the health worker who provides them. The action-oriented principles are associated with better learner engagement, better transitions to practice, and improved quality of health workers.

In 2022, the World Health Organization published its Global Competency and Outcomes Framework for Universal Health Coverage (UHC). The framework guides educators to integrate the principles of competency-based education in curricula design and delivery, and identifies the competencies for clinical practitioners towards the achievement of UHC organized within the domains of people-centredness, decision-making, communication, collaboration, evidence-informed practice, and personal conduct.

Curricula design and delivery is often a transitional journey with incremental progress towards programs that fully embrace the principles of competency-based education. This symposium invites participants to reflect on their journey towards competency-based education, and the implementation of the WHO framework, and share lessons, reflection, and feedback with WHO and with others on the same journey.
