In December 2021, the World Health Assembly established an Intergovernmental Negotiating Body (INB) to draft and negotiate a convention, agreement or other international instrument under the Constitution of the World Health Organization to strengthen pandemic prevention, preparedness and response.
The Bureau of the INB, formed by six officers, one from each of the six WHO regions, including two co-chairs, work together to coordinate the work of the INB, facilitate the process, including for negotiations, and make proposals on the way forward, as agreed by the WHO Member States.
The eighth meetings of the INB is to be held in hybrid format from 19 February to 1 March 2024, with the opening and closing sessions open publicly webcast. Further, a joint plenary session with the Working Group on the International Health Regulations (2005) (WGHIR) is scheduled to be held on the morning of Friday 23 February 2024. It is anticipated that INB8 will continue its consideration of the draft pandemic agreement, including with inputs from various Member State-led processes which were held after INB7.
The ninth meeting of the INB will be held from 18 to 28 March 2024.
The opening and closing plenary sessions of the INB meeting as well as the joint plenary session of the WGHIR and INB are open to WHO Member States, Associate Members, Observers and regional economic integration organizations, as well all relevant stakeholders. The sessions will be publicly webcast and archived for later viewing.
