
How can we better align policies,
    implementation, and evaluation to improve health systems? One practical way
    forward: evidence-informed Theories of Change (ToCs).
To mark the launch of WHO’s new technical guide on developing ToCs, the WHO Evidence-informed Policy Network (EVIPNet)
    and partners will host a focused panel discussion exploring how this approach
    can strengthen policy and system performance across diverse health contexts.
The new guide offers a structured and
    transparent process to ensure ToCs are grounded in the best available
    evidence—helping to clarify goals, improve coordination, and track progress
    more effectively. It responds to a growing need for consistency in how ToCs are
    developed and used in policy-making and programming.
Moderated by Heléne Clark (Founder,
    ActKnowledge and the Center for Theory of Change), the event will bring
    together perspectives from WHO, Veredas Institute, Insper,
 and South Africa’s Department of Planning, Monitoring and Evaluation.
 Speakers will share practical lessons from applying ToCs at national and global
    levels—from strategic planning to programme evaluation.
